The position is in the Department of Veteran Affairs (VA), Veterans Health Administration (VHA) at the Tuscaloosa VA Medical Center, Tuscaloosa, Alabama. The incumbent works for the Chief of Quality Management and supports the Quality Management Department staff members.

Duties
Duties include programmatic oversight and leadership for the program, as well as the coordination of monthly inspections, education and training of Controlled Substance Inspectors, submission of monthly summary reports (inclusive of discrepancies and related responses from area supervisors) and quarterly summary reports including problematic identified trends. These reports are provided to the Medical Center Director through Quality Management
Provides for the overall administrative management for the organization. This may include interpreting administrative policies, developing/implementing local policies, defining administrative requirements and/or providing advice to top management on related issues. Applies new policies, provides advice on requirements maintain administrative systems and prepares administrative paperwork.
Directs the human resources management program for the organization, performing or overseeing the full range of human resources requirements. Acts as the liaison with Human Resources Management Service (HRMS) concerning personnel-related matters.
Provides for the budgeting and financial management for the organization. This includes budget formulation, justification, and execution; financial management and financial reporting. Provides advice to management and program personnel on budgetary and finance issues.
Manages procurement and contracting for the Service. This may include preparing procurement requests, evaluation proposals for work, acting as a COR for procurements and/or maintaining procurements that requires varying approaches.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/19/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: managing clinical and administrative operations, conducting data analysis, leading business planning and establishing effective accountability relationships; developing and directing all administrative functions of a service; establishes policies, guidelines, and programs for the product line and the health care system by providing information and recommendation; knowledge of a wide range of qualitative and quantitative analytical tools and methodology for assessing clinic efficiency, provider and specialty productivity; applying the principles and practices of continuous quality improvement to group problem-solving and demonstrated skills and interpersonal effectiveness; evaluation of product line performance measures, goals and objectives and makes necessary adjustments to improve delivery of patient care services. Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience as described above.

Incumbent may carry and lift light items weighing less than 15 pounds.
