This position Administrative Officer is located in the Department of Veteran Affairs (VA), Veterans Health Administration (VHA) at the Tuscaloosa VA Medical Center, Tuscaloosa, Alabama. The incumbent directly assists the Associate Chief of Staff and Associate Chief Nurse of the Mental Health Service Line.
Duties
Duties and responsibilities of position include, but not limited to the following:
Provides for the overall administrative management for the organization. This may include interpreting administrative policies, developing/implementing local policies, defining administrative requirements and/or providing advice to top management on related issues.
Plans and conducts management and quality improvement studies and analyses to determine the impact of medical facility realignments and changes.
Directly assists the Service's ACOS/ACNs with the management of the operations of the Service; advises on and implements actions to ensure administrative requirements are met in such areas as budget and fiscal management, supplies and equipment management, contract management (must maintain Contracting Officer Representative [COR] certification), human resources management, strategic planning and program evaluation.
Directs the human resources management program for the organization, performing or overseeing the full range of human resources requirements. Acts as the liaison with Human Resources Management Service (HRMS) concerning personnel-related matters.
Assists managers and staff in projecting staffing needs, writing position descriptions, developing job analyses, preparing performance plans and appraisals, processing training requests, drafting disciplinary and adverse actions, responding to grievances and bargaining requests, and handling other labor relations issues.
Reviews, analyzes and interprets incoming requests, recommends appropriate action or suggests appropriate alternative based on knowledge of internal operations, agency personnel policies, budgetary constraints and work priorities.
Provides for the budgeting and financial management for the organization which includes budget formulation, justification and execution; financial management and financial reporting.
Acting as a COR for procurements and/or maintaining procurements that requires varying approaches. Initiates and prepares contracts to secure adequate resources to facilitate operations to include determining appropriate costs, performing cost analysis, soliciting bids, writing sole source justifications and communicating both orally and in writing with Contract Officers and vendors.
Manages budget formulation and execution for a changing budget of administrative expenses involving different funding sources. Participates with managers in reviewing office needs, plans and goals to develop budget data and justification for review and approval.
Compiles and analyzes facts, develops plans, and performs coordination of quality initiatives for clinical staff.
Plans and conducts management studies and analyses to determine the impact of medical facility realignments and changes; compiles and analyzes facts, develops plans.
Performs coordination and prepares reports with findings and recommendations based on management and administrative considerations.
The incumbent assists in establishing short and long range goals for the Service which are consistent with the goals of the Medical Center, VISN 7 and VHA, and assists in developing strategies for achieving these goals.
Evaluates facility program operations; identifies problems, inefficiencies, and potential problems; and develops recommendations for the solution of administrative problems and conflicts.
Provides advice and guidance for improvements and anticipates potential areas of concern or questions that should be addressed when making recommendations.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/18/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Creating reports, coordinating and scheduling meetings, and submitting requests/work orders using a personal computer and office automation programs (such as word processing, spreadsheets, etc.); maintaining and updating department or service-level databases and shared computer drives; accurately preparing timecards for submission and processing; resolving timekeeping issues related to overtime, holiday pay, unscheduled hours, and various types of extended leave; managing and balancing financial aspects of general fund control points and purchase procedures; and preparing and submitting requests for recruitment, promotion, reassignment, and disciplinary actions. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related. Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond the first two years of graduate study. Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required.
