Incumbent serves as the Administrative Officer for the Mental Health Service Line. Directly assists the Mental Health Service Line Associate Chief of Staff with the management of the operations of the service line. Advises on and implements actions to ensure administrative requirements are met in such areas as budget and fiscal management, supplies and equipment management, contract management, [COR] certification, human resources management, strategic planning and program evaluation.

Duties

Duties include but not limited to: Provides for the overall administrative management for the organization. Interprets administrative policies, developing/implementing local policies, defining administrative requirements and/or providing advice to top management on related issues. Assists managers and staff in projecting staffing needs, writing position descriptions, developing job analyses, preparing performance plans and appraisals, and handling other labor relations issues. Compiles and analyzes facts, develops action plans, and performs coordination of quality initiatives for clinical staff. Adapts analytical techniques and evaluation criteria to the measurement and improvement of program effectiveness and/or organizational productivity. Completes labor mapping and certification needs in support of managerial cost accounting and decision management for clinical service. Provides for the budgeting and financial management of the service, including formulation, justification, and execution. Participates with managers in reviewing office needs, plans and goals to develop budget data and justification for review and approval. Reviews and evaluates completed staff actions (memos, reports, studies, fact sheets, information papers) for overall quality of the document. Reviews, analyzes, and interprets incoming requests, recommends appropriate action, or suggests appropriate alternative based on knowledge of internal operations, policies, budgetary constraints, and work priorities. Manages procurement and contracting for the service to include preparing procurement requests, evaluation proposals for work, and acting as COR for procurements. Applies analytical and evaluative principles, concepts, methods and techniques to issues or functions related to office administration. Management analysis principles and concepts, organizational structure and individual program responsibilities with agency in order to conduct studies and evaluations regarding medical facility operations and activities. Develops and recommends ways to improve the effectiveness, efficiency, and timeliness of work operations. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/11/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Specialized Experience: Creating reports, coordinating and scheduling meetings, and submitting requests/work orders using a personal computer and office automation programs (such as word processing, spreadsheets, etc.); maintaining and updating department or service-level databases and shared computer drives; accurately preparing timecards for submission and processing; resolving timekeeping issues related to overtime, holiday pay, unscheduled hours, and various types of extended leave; managing and balancing financial aspects of general fund control points and purchase procedures; and preparing and submitting requests for recruitment, promotion, reassignment, and disciplinary actions. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree, or an LL.M. in a field related to this position that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. NOTE: Transcripts must be submitted with application. Education cannot be credited without documentation. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond ???????equivalent combinations of successfully completed graduate level education (in excess of the first two years or 36 semester hours) and specialized experience to meet total experience requirements. NOTE: If using education combined with specialized experience to qualify, a copy of your transcript is required. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required.
