You will serve as a BUSINESS MANAGEMENT DIRECTOR in the Business Management Division Code 1130, Corporate Operations Department Code 1100, of MID ATLANTIC REGIONAL MAINTENANCE CTR.

Duties

You will have overall responsibility for the technical and administrative direction of all personnel within the Business Management Division. You will serve as the alter ego to the Corporate Operations Department Head in all business matters relating to the management, direction, workload, forecasting, and overall direction of the Division. You will participate without limitation in planning and directing all the Business functions essential to the accomplishment of the Department's mission. You will exercise full authority in making policy decisions and commitments with respect to the internal operations of the Department and in exercising direction over all personnel and functional segments of the Business Management Division. You will have full delegated authority to represent the Business Management Division in decision making conferences and negotiations with higher echelon officials with respect to external operations. You will serve as the senior advisor to the Commanding Officer, Executive Officer, and Executive Director on all business issues related to assigned military and civilian personnel, planning and workload, command strategy and public affairs. You will have oversight of the Business Operations, Contracting Officer Representatives (CORs), Strategic Management, Public Affairs Office (PAO), and Enterprise Resource Planning (ERP) branches.

  • You will be required to obtain and maintain a current valid United States driver’s license.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • This position is considered Key/Emergency-Essential. You will be required to provide immediate and continuing support to ensure the success of combat operations or the availability of combat-essential systems.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience with the administration and management of force protection issues with regards to U.S. naval vessels and naval shore facilities in support and defense of the command's security requirements. Experience with support services programs, regulations, and instructions issued by the DON and the Office of Personnel Management (OPM), including command's technical and non-technical functions, capabilities and business practices with emphasis on capability and capacity modeling, workload forecasting, personnel, data management, training, business operations, Travel, contract officer reps, material purchasing, metrics, ship availability scheduling, strategic planning, and public affairs functions. Experience managing and forecasting budget requirements for multiple divisions to include several funding sources; assembling and interpreting metrics and providing relevant and accurate briefings to senior executive staff on matters affecting the department. Experience with MARMC organizational structure, mission, programs, organizational relationships and management policies to make decisions or recommendations that impact major command programs, processes, objectives and goals.
