Duties
You will serve as a MANAGEMENT ANALYST in the MILITARY ADMINISTRATION SERVICES DIVISION (CODE 1132) of the MID-ATLANTIC REGIONAL MAINTENANCE CENTER (MARMC) located in NORFOLK, VA.
You will serve as a Management Analyst, responsible for developing, analyzing, evaluating, advising on, or improving the effectiveness of work methods, processes and procedures within the Educational Services Office.
You will perform administrative and analytical duties in the area of Educational Services and Tuition Assistance.
You will assist the Administrative Services Division Head (Administrative Officer) in the research and evaluation necessary to execute special division projects and processes in providing service to military personnel in the command.
You will assist and work closely with representatives from other departments and with representatives from branches within the division in responding to both external and internal requirements.
Requirements

Qualifications
GS-11: Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience applying knowledge of qualitative and quantitative techniques to analyze military organizational structures, protocols and similar matters of military administrative areas.
Experience applying a thorough knowledge of the laws, rules, regulations, policies, procedures and precedents relating to the Navy Advancement system and the Tuition Assistance Program.
Experience using analytical techniques to interpret guidelines, analyze precedents, evaluate situations and recommend alternative courses of action.
Experience applying a thorough knowledge of organizational structure, programs and work methods of the organization and knowledge of the practices, theories, techniques and methodology of management, to provide assistance to the Admin Officer on all Educational Services programs.
GS-09: Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience applying knowledge of qualitative and quantitative techniques to analyze military organizational structures, protocols and similar matters of military administrative areas.
Experience using qualitative and quantitative techniques to analyze programs to ensure they are being administered properly.
Experience conducting qualitative analytical factual research independently to obtain information in order to assist the Education Services programs for military personnel assigned at MARMC.
Experience using computer programs used in performing personnel duties.

GS-11:
Successful completion of a Ph.D. or equivalent doctoral degree
OR
Successful completion of three full years of progressively higher level graduate education leading to such a degree

Possession of an LL.M., that is related to this position being filled.
