The position is located in the Financial Management Division (FMD), Bureau of Administration (A), Department of State (DoS). S/he serves as the Chief of the Financial Management Division and oversees and manages the full range of budget and financial management functions for the A Bureau including: formulation, resource planning, justification, defense, execution as well as the administration of other assigned Bureaus' budgets, under Shared Services Model.
Duties
Plans, directs, administers, and implements a comprehensive financial management program for Bureau offices it supports.
Establishes the Division's objectives, taking into consideration the overall Departmental and Bureau goals and objectives.
As the Division Chief, plans work to be accomplished and set priorities for subordinates based upon workload and abilities.
Manages the operations of the Division, oversees and ensures subordinate staff responsibilities in the coordination with each serviced Bureau offices in the development of program submission during the budget formulation process.
Recommends and/or initiates corrective action to cope with changing program developments and initiatives, new requirements, new legislation and revised strategies.
Directs the allocation and managements of resources between the various A and serviced Bureaus program areas.
Oversees and coordinates program budget request for submission to DoS's Resource Management Bureau, OMB and
Congress.
Represents A and serviced Bureau with DoS officials, OMB, other Federal agency officials, congressional staff, state and local government officials, and executives o f the private sector on overall Bureau budget policy, issues, and budgetary actions.
Requirements
- U.S. Citizenship is required.
- Incumbent will be subject to random drug testing.
- Must be able to obtain and maintain a Top Secret security clearance.
- Statement of Employment & Financial Interest required prior to appointment.
Qualifications
Applicants must have 1 year of specialized experience equivalent to the GS-14 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
Experience providing budget formulation, justification, and presentation and execution support of one or more substantive national and international programs.
Experience developing strategic and background documentation and justification for budget requests, presentations and submissions.
Experience providing technical advice and guidance to program managers concerning budgetary and financial planning, analysis and execution.
Experience administering travel programs and providing travel program oversight and advice to senior program managers and operational personnel.
Experience overseeing development and implementation of new and comprehensive automated travel systems and automated booking systems.
There is no substitute of education for specialized experience for the GS-15 position.
In addition, applicant's experience must also demonstrate that the candidate possesses the following qualities:
