This position is located in the Department of Health & Human Services (HHS), Centers for Medicare & Medicaid Services (CMS), Office of Information Technology (OIT), Infrastructure & User Services Group (IUSG), Division of Technology Portfolio Management (DTPM). As a Contracting Officer Representative, GS-1101-13, you will oversee the assignment of work to various contractors providing information technology (IT) support, ensuring that the work is properly performed.

Duties

Serve as a Contracting Officer Representative (COR, Level II) to administer all phases of the contract lifecycle for major IT infrastructure support and services. Ensure the cost effective use of IT contractors and subcontractors. Communicate and disseminate information on program operations, project management, and the information technology (IT) project areas with managers as well as technical specialists and stakeholders by means of writing and informal speaking. Analyze contractual and technical requirements, contractor performance, and associated security requirements. Develop new policies, procedures, and guidance materials or adapt existing guidance in response to new regulatory requirements and to promote efficiencies in program operations.

Qualifications

ALL QUALIFICATION REQUIREMENTS MUST BE MET WITHIN 30 DAYS OF THE CLOSING DATE OF THIS ANNOUNCEMENT. Your resume must include detailed information as it relates to the responsibilities and specialized experience for this position. In order to qualify for the GS-13, you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-12 grade level in the Federal government, obtained in either the private or public sector, to include: 1) Managing acquisition-related projects through all phases of the contract lifecycle (i.e. new procurement solicitation and selection activities and providing day-to-day contract administration support); 2) Overseeing contracts that provide a wide range of IT services and support with varying degrees of complexity based on total contract value, number and frequency of contract MODs (annually), number of customers, and number of contributing funding sources; 3) Developing budget plan(s) for IT-related contracts in order to conduct program analysis (e.g. forecasting risks, problems, trends, and other variables that impact projected costs); AND 4) Providing customer service to contract stakeholders. CONDITION OF EMPLOYMENT: At least COR Level II certification is required for this position. You will need to annotate on your resume the date of your COR Level II certification OR attach a copy of your COR II certificate showing the date of certification (FAI CLIP Dashboard screenshot sufficient). If selected and you have only annotated your certification on your resume, you will be required to provide a copy of your certificate. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Time-in-Grade: To be eligible, current or former Federal employees and current or former Federal employees applying under the VEOA eligibility who hold or have held a permanent General Schedule position in the previous year must have served at least 52 weeks (one year) at the next lower grade level from the position/grade level(s) to which they are applying.
