This position is located in the Department of Health & Human Services (HHS), Centers for Medicare & Medicaid Services (CMS), Center for Program Integrity, (CPI), Division of Program Integrity Support Contracts (DPISC).
As a Lead Contracting Officer Representative, GS-1101-14, you will serve as the Contracting Officer's Representative (COR) Team Lead for all DPISC contracts and performs and/or oversees all contract-related functions.
Duties
Serves as the Contracting Officer’s Representative (COR) Lead for contracts and performs and/or oversees all contract related functions.
Communicating team assignments, projects, problems to be solved, actionable events, milestones, and/or program issues under review, and deadlines and time frames for completion.
Provides direction, on behalf of management, to the inquirer regarding contract requirements and operations.
Resolves and responds to inquiries received from congressional offices, contractors, CPI staff, regional offices, and other CMS components.

In order to qualify for the GS-14 grade level, you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-13 grade level in the Federal government, obtained in either the private or public sector, to include:
Perform and oversee all program integrity contract functions in the division, including pre-award coordination, post-award contract administration; and
Provide leadership and technical assistance to CORs on performing comprehensive and substantive monitoring and oversight of contracts; and
Lead or arrange all contract related training to new/existing staff and contractors regarding appropriate contract oversight of program integrity contracts in Medicare, Medicaid, and the Marketplace.
You must possess a current and valid Level III Federal Acquisition Certification for Contracting Officer's Representative (FAC-COR). (PROOF OF CERTIFICATION REQUIRED AT TIME OF APPLICATION).

You will receive credit for all qualifying experience, including volunteer experience.
Time-in-Grade: To be eligible, current Federal employees must have served at least 52 weeks (one year) at the next lower grade level from the position/grade level(s) to which they are applying.
