This position is located in the Department of Health & Human Services (HHS), Centers for Medicare & Medicaid Services (CMS), Center for Medicare and Medicaid Innovation (CMMI), Business Services Group (BSG), Division of Central Contracts Services (DCCS). As a Contracting Officier Representative, GS-1101-13, you will perform complex assignments related to contract management and oversight utilizing qualitative and quantitative methods for the evaluation of contract operations and administration.

Duties

Develop, select, adapt, and employ qualitative/quantitative methods, procedures, and systems for assessing the efficiency and effectiveness of program learning or implementation contracts, contract policies, and contract practices and procedures. Prepare contract documents which incorporate required Federal Acquisition Regulations (FAR), HHS, and CMS policies and provisions. Identify and analyze issues, problems, and challenges facing CMMI's program learning or implementation contracts; formulate and evaluate possible courses of action for resolving them. Serve as a Contracting Officer Representative (COR) Level III on multi-million-dollar program learning or implementation contracts, and/or task orders.

  • This is a telework eligible position and reports to a CMS Office on a periodic basis. Requirements to report to the office will vary and can be discussed at the time of interview.

Qualifications

ALL QUALIFICATION REQUIREMENTS MUST BE MET WITHIN 30 DAYS OF THE CLOSING DATE OF THIS ANNOUNCEMENT. In order to qualify for the GS-13, you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-12 grade level in the Federal government, obtained in either the private or public sector, to include: (1) Manage acquisition-related projects through all phases of the contract lifecycle (i.e. new procurement solicitation and selection activities and providing day-to-day contract administration support); AND (2) Analyze problems related to contractual issues and recommend corrective actions; AND (3) Conduct analysis or studies to ensure compliance with operational goals. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Time-in-Grade: To be eligible, current or former Federal employees and current or former Federal employees applying under the VEOA eligibility who hold or have held a permanent General Schedule position in the previous year must have served at least 52 weeks (one year) at the next lower grade level from the position/grade level(s) to which they are applying.
