This position is located in the Department of Health & Human Services (HHS), Centers for Medicare & Medicaid Services (CMS), Center for Program Integrity (CPI), Provider Enrollment and Oversight Group (PEOG), Division of Quality and Compliance (DQC). As a Contract Management Specialist, GS-1101-13, you will provide support to the Division's acquisition and contract oversight efforts including pre-awards, post awards, and contract closeout.

Duties

Serve as a Contract Management Specialist developing, recommending, and promoting policies and programs to accommodate changes in acquisition management and oversight activities within CPI. Research and prepare reports that provide detailed information on actions, volume, frequency, and trends. Lead the development of supporting documentation such as statements of work, funding information, and schedules deliverables. Negotiate with management to accept and implement recommendations and plans where proposals involve substantial changes to support activities, processes, and procedures.

Qualifications

ALL QUALIFICATION REQUIREMENTS MUST BE MET WITHIN 30 DAYS OF THE CLOSING DATE OF THIS ANNOUNCEMENT. In order to qualify for the GS-13, you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-12 grade level in the Federal government, obtained in either the private or public sector, to include: Assisting program customers with requests for contract actions and preparing the contract-related documents (e.g., statements of work (SOW), statements of objectives (SOOs), Performance Work Statements (PWSs)) that detail the scope, required tasks, or schedule ofdeliverables to meet the customer's requirements; AND Working closely with contracting personnel to mitigate risks associated with contracted services while also managing the quality of contract work products produced under individual task orders; AND Serving as a senior advisor to management and/or stakeholders, providing regulatory and Federal Acquisition Regulation (FAR) based guidance, clearly and concisely through both oral and written communication; AND Serving as a Contracting Officer Representative providing oversight of the contractor's performance on assigned contracts/task orders through the entire contract life cycle (i.e., developing procurement package, source selection activities, and tracking obligations, and monitoring invoices) to ensure contracts continue to meet stipulated requirements. You must possess a current and valid Level III Federal Acquisition Certification for Contracting Officer's Representative (FAC-COR). (PROOF OF CERTIFICATION REQUIRED AT TIME OF APPLICATION). Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Time-in-Grade: To be eligible, current or former Federal employees and current or former Federal employees applying under the VEOA eligibility who hold or have held a permanent General Schedule position in the previous year must have served at least 52 weeks (one year) at the next lower grade level from the position/grade level(s) to which they are applying.
