This position is located in the Department of Health & Human Services (HHS), Centers for Medicare & Medicaid Services (CMS), Office of Communications (OC), Call Center Operations Group (CCOG).
As a Contracting Officer Representative, GS-1101-13, you will perform a variety of solicitation, award and closeout assignments
related to contract management and oversight.
Duties
Serves as a Contracting Officer Representative (COR) on multimillion-dollar contracts, and/or task orders.
Provides technical guidance to staff on procurement process and program budget considering OC policies and procedures, Federal Acquisition Regulations (FAR), regulations, and Agency policies.
Coordinates with the Contracting Officer (CO) on all pre-award and post-award functions of assigned contracts, most of which are characterized by their complexity and significant dollar amounts.
Represents the government with industry as a member of the government team, with all required support elements to develop a unified position or an agreement.

- The incumbent is required to obtain and maintain a COR Level II Certification.

In order to qualify for the GS-13, you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-12 grade level in the Federal government, obtained in either the private or public sector, to include:
Preparing contract-related documents such as statements of work (SOW), statements of objectives (SOOs), and Performance Work Statements (PWSs), that detail the scope, required tasks, or schedule of deliverables, to meet the customer's requirements; AND
Managing the contract contractor performance, and ensure compliance with contract terms and conditions (e.g., tracking obligations, monitoring invoices, and monitoring hours billed on the contract, and troubleshooting invoice holds, etc.) through all contract phases; AND
Serves as a government representative to contracted service providers and as a technical resource to staff who apply regulations and government policies related to contracting.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
