This position is located in the Department of Health & Human Services (HHS), Centers for Medicare & Medicaid Services (CMS), Center for Medicare (CM), Technology, Coding, & Pricing Group (TCPG), Division of Data Analysis and Market Based Pricing (DDAMBP).
As a Lead Contracting Management Specialist, GS-1101-14, you will provide team oversight and technical support on issues related to budget formulation, contracts and program operations strategy and execution.
Duties
Serves as the lead specialist responsible to the supervisor for assuring the work of the team is carried out by performing a range of coordinating and supportive duties and responsibilities.
Advises high-level decision makers and management officials regarding budget and contracting issues, program operation considerations, and offers recommendations and strategic options for accomplishing program goals.
Oversees and monitors contractor performance, provides technical oversight, and mitigates and resolves budget and performance issues of contractors that support or participate in complex CMS health care programs.
Demonstrate expert understanding of Agency contract, budgetary, and operations policy and processes.

In order to qualify for this GS-14 position, you must clearly demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-13 grade level in the Federal government, obtained in either the private or public sector, to include: (1) Providing technical oversight of contractor performance; and (2) Resolving budget and performance issues of contractors; and (3) Leading teams in completing projects related to contracting and budgeting; and (4) Advising and briefing senior leadership on the contracting and budgeting process.
Selective Placement Factor: Incumbent must possess and maintain a current Federal Acquisition Certification for Contracting Officer's Representative Level III (FAC-COR Level III). A valid, current FAC-COR Level III certification must be submitted with your application.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Time-in-Grade: To be eligible, current Federal employees must have served at least 52 weeks (one year) at the next lower grade level from the position/grade level(s) to which they are applying.
