You will serve as a FINANCIAL MANAGEMENT ANALYST in the AUKUS Integration and Acquisition (I&A) office of Team Submarine of AUKUS INTEGRATION AND ACQUISITION. You will provide financial management in direct support to all AUKUS Integration & Acquisition (I&A) directorates including Submarine Rotational Forces-West, Virginia Class Submarine (VCS) acquisition, SSN AUKUS design and acquisition support.

Duties

You will provide financial planning, budgeting, and program analysis for U.S. appropriated (OMN, OPN) and FMS funds in Enterprise Resource Planning (ERP) system. You will develop and implement financial management plans, procedures, and programs to facilitate the effective, efficient, and timely application of financial resources. You will implement and manage financial processes to document and execute as well as resource planning processes to efficiently capture and resource program office requirements. You will recommend the adoption or implementation of, and implement new and revised financial management concepts, procedures, and strategies in support of the organization's programs. You will review execution documents/reports using available financial management systems. You will review and recommend approval of input for budget exhibits and budget justifications for submittal to the Navy Comptroller. You will coordinate the development and submission of the Program Objective Memorandum (POM). You will provide analytical advice on financial transactions and program execution. You will develop a wide range of briefings and reports for internal and external stakeholders. You will formulate budget and cost estimates to support plans, programs, and activities. You will present and defend budget estimates before authorities, review and evaluate budget requests, control, and reporting of obligations. You will establish and maintain close and working relationships with internal and external stakeholders. You will analyze and recommend costs and benefits of alternative methods of financial management of organization's programs and administrative operations. You will prepare data for presentations or reports on financial goals, objectives, and information to meet programmatic, budgetary, management initiatives, and directives. You will ensure program schedules are met within workforce and fiscal resources. You will advise on a wide variety of interrelated subject matter, including financial, contractual, programmatic, or other program office focus areas requiring specialized ability to correlate and corroborate information into reports and records.

  • You will be required to obtain and maintain an interim and/or final SECRET security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • This is a Financial Management Level III certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • This is a Key Security Cooperation Workforce (SCW) position and requires a DoD SCW Certification. Selectee must obtain and maintain certification within prescribed timeframes. SCW level required: SC2E1

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the pay band NH-03 (GS-13 equivalent) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: conducting analysis of financial data or reports utilizing financial systems to recommend and implement adjustments in budget allocations, funding availability, or obligations and expenditures.
