You will serve as the Deputy Director, Financial Systems in the Office of the Assistant Secretary of the Navy (Financial Management and Comptroller) (ASN (FM&C)) for the Department of the Navy (DON). You will serve as principal assistant responsible for supporting the Deputy Assistant Secretary of the Navy (Financial Management Systems) (DASN (FMS)) in initiating, designing, planning, and directing all matters relating to financial systems.
Duties
You will provide executive leadership for the oversight, monitoring, and management of all financial management systems geographically dispersed across the DON, as well as transformation and business process re-engineering of financial operations.
You will develop, recommend, implement, and monitor the operational execution of approved plans to consolidate, modernize, and transform financial management systems to improve the internal controls and cyber security of these systems.
You will provide executive level coordination of DON financial systems interfaces with the systems of the Defense Finance and Accounting Service (DFAS), DoD, Treasury and other agency systems.
You will be responsible for implementing the DON financial systems consolidation plan and improving the internal controls of these systems to ensure DON’s financial statements are auditable.
You will be responsible for the execution of strategic plans and procedures required in the development, acquisition, deployment and sustainment of interoperable architectures for the Navy Enterprise Systems Engineering work efforts.
You will be responsible for implementing and monitoring the Risk Management Framework and accreditation of the Financial Management systems to ensure cyber resilience and information technology general and application controls
You will advise senior leadership on business systems investments within the Planning, Programming, Budgeting, and Execution Process (PPBE), and ensure adherence of all governance, investments, compliance and modernization for all PPBE systems.

- Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

- May be required to successfully complete a 1-year SES probationary period.
- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
- This is a Financial Management Level III certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.

QUALIFICATIONS REQUIREMENTS: Applicants will be assessed against qualifications which fall into two areas: Executive Core Qualifications (ECQs) and Mandatory Technical Qualifications (MTQs). They measure whether you have the broad executive skills needed in a variety of senior executive positions. Failure to meet a qualification requirement will disqualify an applicant. MANDATORY TECHNICAL QUALIFICATIONS: (Each must be addressed separately in your Supplemental Narrative Statement. Each MTQ must not exceed 2 pages.)
1. Knowledge of principles and practices of financial management and budgeting administration and analysis; including preparing, justifying, reporting on and executing financial management systems budget; and the relationships among program, budget, accounting and reporting systems.
2. Ability to develop policies to transform financial management systems, processes, and procedures into an efficient, effective, and auditable systems architecture that enables sound internal controls and effectively supports the enterprise.
3. Project Management Experience leading major enterprise efforts that demonstrates the ability to develop, schedule, coordinate, and manage projects and resources in a complex enterprise- wide change management initiative, including monitoring and inspecting costs, work, and contractor performance.
4. Expert knowledge of Information Technology (IT) service management, Systems Development Life Cycle (SLDC), and financial management systems functionality required to support enterprise- wide business processes, interface controls and associated internal controls necessary to effectively provide sound enterprise financial systems portfolio management.
