You will serve as the Director, Data and Digital Transformation in the Office of the Assistant Secretary of the Navy (Financial Management and Comptroller) (ASN (FM&C)) for the Department of the Navy (DON).

Duties

You will provide executive oversight of the financial management system over $5 Billion portfolio and lead the entire DON's business reform and migrations to modern Enterprise Resource Planning (ERP). You will support and advise the Deputy Assistant Secretary of the Navy (Financial Management Systems) (DASN (FMS)) and ASN (FMC) on all aspects of financial management data and digital transformation within the DON. You will lead all efforts necessary to reengineer business processes and modernize financial management systems to support auditability and operational components of the DON. You will provide oversight of the implementation of the financial management data management policies, procedures, data standards and analytics capabilities. You will be responsible for facilitating data support to achieving a consolidated financial systems portfolio with reduced general ledgers and feeder systems architecture that promotes a more controlled, secure and auditable environment.

  • You will be required to complete ethics orientation within three months of appointment and submit a Public Financial Disclosure Report, OGE-278e within 30 days of appointment.
  • You will be required to sign the Reassignment Rights and Obligations Agreement as a condition of appointment into the SES in accordance with DoD Directive 1403.03.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • May be required to successfully complete a 1-year SES probationary period.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • This is a Financial Management Level III certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

QUALIFICATIONS REQUIREMENTS: Applicants will be assessed against qualifications which fall into two areas: Executive Core Qualifications (ECQs) and Mandatory Technical Qualifications (MTQs). They measure whether you have the broad executive skills needed in a variety of senior executive positions. Failure to meet a qualification requirement will disqualify an applicant. Inherent in the ECQ is the ability to make decisions that produce high- quality results by applying technical knowledge, analyzing problems, and calculating risks. 4) Business Acumen: This core qualification involves the ability to manage human, financial, and information resources strategically. 5) Building Coalitions: This core qualification involves the ability to build coalitions internally and with other Federal agencies, state and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals. MANDATORY TECHNICAL QUALIFICATIONS: (Each must be addressed separately in your Supplemental Narrative Statement. Each MTQ must not exceed 2 pages.) 1. Knowledge of principles and practices of the relationships among program, budget, accounting and reporting systems. 2. Experience that demonstrates the ability to develop, schedule, coordinate, and manage projects and resources in a complex enterprise-wide change management and complex business transformation initiative, including monitoring and inspecting costs, work, and contractor performance. 3. Knowledge of financial management systems functionality required to support enterprise-wide business processes, interface controls and associated internal controls. 4. Ability to analyze complex financial management data and develop practical recommendations, which can be understood and supported by senior level management.
