You will serve as a SUPERVISORY FINANCIAL MANAGEMENT ANALYST in the Assistant Secretary of Navy (FM&C) of ASN.
Duties
You will serve as the principal advisor to senior managers on the development, implementation and, revision of financial management policies, plans, and programs.
You will facilitate the effective, efficient, and timely application of financial resources to achieve the mission of the organization.
You will perform or advise on work in any of the phases or systems of budget administration.
You will generate, recommend, and implement new and revised financial management concepts, internal controls, methodologies, policies, and strategies in support of the organization’s programs.
You will prepare briefs for senior managers on program execution and provide recommendations to correct program variances or problem areas.
You will provide interpretive and analytical advice on financial transactions and program execution
You will coordinate the development and reporting of cost/performance information in support of mission tasks for the organization.
You will plan work, set priorities and schedule work as necessary to assure effective and expeditious accomplishment of priority work without adverse affect on regular and recurring work
You will interview candidates and recommend hiring, promotions, etc.
You will hear and resolve employee complaints, referring serious complaints lacking resolution to higher level supervision.

- Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.

- Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
- You will be required to obtain and maintain an interim and/or final SECRET security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This is a Financial Management Level III certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
-Experience reviewing and evaluating control objectives, risks and associated control activities within a large organization.
-Experience performing integrated risk assessments at the business process/cycle level.
-Experience developing and executing internal control assessment testing to include collection and assessment of data.
-Experience evaluating work performance of assigned staff or peers.
