You will serve as a SUPERVISORY FINANCIAL MANAGEMENT ANALYST in the COMPTROLLER DEPARTMENT of COMMANDER - NAVAL INSTALLATIONS.
Duties
You will serve as member of Navy ERP implementation and sustainment team for CNIC and NAVFAC.
You will develop procedures for Business Process Standardization (BPS) across CNIC and NAVFAC.
You will oversee program execution to ensure objectives are met.
You will implement centralized processing of financial resources throughout the CNIC and NAVFAC Enterprise.
You will develop concepts and principles of the financial and budgetary relationship as related to financial management.
You will manage financial system program priorities by balancing policy and requirements against limited resources available.
You will oversee the transactional programs and identify variances from requirements and coordinate with regions to correct them.
You will develop reference materials and products to assist users in operating Navy ERP and business systems.
You will manage Business Process issues that elevate from lower echelon activities and coordinate resolution.
You will coordinate actions with subject matter experts in other business fields as required.
You will develop metrics to track and report execution of business process.

- Must be able to obtain and maintain a Secret security clearance while employed in the subject position. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
- This is a Financial Management Level III certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
1) Providing detailed and comprehensive knowledge of Congressional, OMB, OSD, and ASN FM&C financial policies, processes, procedures, and requirements in order to support program goals at Headquarters and Regional Bases worldwide; 2) Analyzing and interpreting a wide variety of issues to formulate Navy Shore Installation Management policies, regulations, instructions, goals, initiatives, schedules, procedures, performance, priorities, and processes; 3) Providing expert knowledge and understanding of management, analysis, performance management, business methodologies, and planning techniques for program management and resource management; 4) Providing expert knowledge sufficient in scope and quality to be able to effectively carry out major issues, program goals, work processes, and overall operations; 5) Developing and rendering authoritative guidance of all accounting principles, regulations, directives and legal requirements impacting the command; 6) Using knowledge of the Federal Acquisition Regulations (FAR), DOD FAR Supplement, and procurement methodologies and procedures required to provide goods, services, and construction to government components; 7) Using ability to communicate complex information effectively, both orally and in writing for financial management programs.
