This position is part of the Defense Security Cooperation Agency. The incumbent will be responsible for coordinating with directors and course functional managers to ensure guest speakers are programmed timely and effectively to meet the needs of the institutions curriculum.
Duties
As a GUEST SPEAKER PROGRAM COORDINATOR (OA) at the GS-0303-7 some of your typical work assignments may include:
Serves as the program point of contact (POC) for the Institutes' extensive guest speaker program.
Works independently as the institutional focal point to ensure all Guest Speaker Program elements are in compliance with all DoD, Federal, State, and local regulations, and Tax codes.
Coordinates with Directors and Course Functional Managers to ensure guest speakers are programmed timely and effectively to meet the needs of the institutions curriculum and to streamline travel costs.
Prepares all welcome letters, all invitational travel orders and travel vouchers preparation and payouts.
Makes all required travel, airline and motel reservations, base transportation, vehicle registration, and reserved parking signs.
Maintains a government purchase card and account to pay all honorarium fees and associated expenses, reports all income to the individual and the U.S. Internal Revenue Service (IRS).
Provides advice on budget and related matters such as types of funding available, effects of budgetary changes on related activities, and status and use of funds for all guest speaker activities.
Advises the DSCU President, Provost and Dean on all protocol matters, and ensures all protocol arrangements have been completed to support guest speakers and students.

- A fully qualified typist is required (40 wpm).
Qualifications
You may qualify at the GS-07, if you fulfill the following qualifications:
One year of specialized experience equivalent to the GS-06 grade level in the Federal service:
Assisting with coordinating and scheduling of guest speakers to meet the needs of an organization;
Scheduling and purchasing all required airline and motel reservations, transportation, and fees in support of guest speakers; and
Advising leadership on proper protocol matters and ensuring all protocol arrangements for guests have been professionally addressed.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Incumbent must attain DoD Security Cooperation Workforce (SCW) Certification and complete related continuous learning requirements in accordance with the National Defense Authorization Act (NDAA) 2017, Title 10 United States Code, Section 384, and Security Cooperation Workforce Certification Program 2.0 requirements. Incumbent must complete DoD SCW Basic-level certification courses within one year. Requirements for Proficiency Level 1 - At least 1 year of successful SC work experience with a performance appraisal rating of 3 or better. Incumbent must complete DoD SCW Foundational level certification requirements within one year of entering the SC position. In addition, 40 hours of continuing education (CUE) every two years.

Substitution of education may not be used in lieu of specialized experience for this grade level.
