The primary purpose of this position is to serve as personnel liaison assistant for civilian personnel issues. Assisting higher graded analysts in researching data & drafting responses to customer inquiries.

Duties

DU-0303-03: PERSONNEL LIAISON ASSISTANT Uses multiple regulations, publications, & guidance to obtain information/data to locate information requested by senior personnel. Uses considerable independent judgment to select best source to get information & make recommendations. Exercises considerable independence in performing personnel, training, & awards support duties in planning, monitoring, & conducting special studies, projects, & initiatives. Determines appropriate steps to perform personnel, training & awards administrative functions. Completes training transactions for employee in/out processing & provides supervisor notifications. Monitors & tracks training/awards transactions. Provides status reports to analysts to resolve discrepancies/disconnects. Assists customers w/ Training Application by providing guidance, updating training records, & troubleshooting issues. Responsible for updating training systems & running training reports. Provides detailed guidance & assistance to customers in assigned training & awards areas. Advises on process for identifying/acquiring training. Proposes alternative sources of training, identifying best options to meet needs within funding & administrative constraints. Researches issues, providing answers to questions & resolving problems. Uses automated data systems to enter, update, maintain, correct, retrieve, & track a variety of transactions, information, and/or reports. Prepares written materials, ensuring correct format & grammar.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Coverage Qualification Standard for Clerical and Administrative Support Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year, or will have one year within 120 days of closing of this announcement, specialized experience at the next lower grade GS-06/DU-02. Examples of specialized experience includes assisting functions in the areas of civilian personnel, military personnel, training, awards, or manpower; planning, conducting, or monitoring special studies, projects and initiatives in support of personnel administrative functions; practical knowledge of personnel resources and policies in order to determine the type and requests for information in program areas; ability to perform automated data systems to enter, maintain and track a variety of transactions and reports. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Problem Solving Communication Business Management Teamwork and Leadership PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
