The primary purpose of this position is: To implement a host wing occupational safety program at a complex multi-mission installation encompassing nuclear operations, transient aircraft servicing/airfield operations, range safety program involving diverse high consequence activities, and perform work in a broad range of occupational safety program elements.

Duties

Duty 1: Plans, coordinates, and assesses activities in specific areas of safety and occupational health necessary to the overall execution of the installation occupational safety program and integration with other specialties to ensure safe, secure, effective nuclear operations. Duty 2: Plans and conducts investigations and analysis of mishaps and hazardous conditions to determine origin, causes, and contributing elements and prepares written evaluation reports concerning findings and proposed recommendations. Duty 3: Plans, coordinates and evaluates activities necessary to the overall execution of a broad and diverse range safety program. Duty 4: Develops and provides technical safety training/instruction to supervisors, employees, and/or unit safety representatives on a wide range of work operations areas, such as development and maintenance of job safety training outlines/plans (JSTOs), traffic safety techniques, motorcycle safety, proper storage of hazardous materials, common laboratory hazards, and building evacuation procedures.

  • Work may require occasional travel away from the normal duty station on military or commercial aircraft.
  • This position is designated as a Key Position. Duties of the position are essential to the accomplishment to wartime/contingency operations. Must be removed from their military recall status.
  • Employee may be required to work extended or other than normal duty hours to include evenings and weekends; and/or occasionally be required to be in an on-call status outside normal duty hours or on holidays.
  • Must be able to obtain and maintain a Secret security clearance.
  • This position requires a pre-employment physical examination.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements. Examples of specialized experience includes applying knowledge of the body of laws, regulations, policies, standards, procedures, methods, and techniques applicable to a broad range of safety and occupational health duties in specific areas of safety and occupational health, sufficient to identify, evaluate and recommend methods of controlling a wide variety of industrial hazards to key managerial personnel, and assure integration with nuclear operations and range safety. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of established nuclear enterprise culture, range safety principles, laser and/or directed energy safety protocols, and complex occupational safety and health principles, practices, procedures, laws, regulations, and current legislative issues as they relate to the military installation occupational safety program; the requirements, methods, and techniques of accident/mishap investigation, root cause analysis, resolution of safety problems, and formal reporting procedures; and risk assessment methods and techniques for evaluation of safety and occupational health risks. 2. Knowledge of basic safety construction standards, methods, practices, techniques, materials, and equipment to determine compliance with regulations and standards. 3. Knowledge of standard training techniques, methods, and materials sufficient to develop and present formal training and instructional sessions. 4. Skill in conducting mishap investigations; analyzing and evaluating hazardous conditions; preparing reports and recommendations and addressing risk assessment methods and techniques for safety code compliance. 5. Skill in the interpretation of engineering drawings and specifications sufficient to identify hazardous conditions in proposed facilities. 6. Ability to plan, organize work, and meet deadlines. This position is "Exempt" under 5 CFR 551.206 of the FLSA Administrative Exemption Criteria. (5 CFR 551.206) PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
