The primary purpose of this position is to To serve as Chief of AF Safety Distance Learning leading subject matter experts and safety professionals on the establishment, development, delivery, maintenance and sustainment of distance learning courses and projects.

Duties

Serves as Chief of Distance Learning (DL). Lead project manager for all Distance Learning (DL) requirements. Platform instructor for AFSEC Safety Education and Training courses. Develops safety education and training program requirements.

  • Must be able to obtain and maintain a Secret security clearance.
  • Bachelor’s degree in: Safety, computer information systems, education, E-learning, occupational safety and health, aviation safety, engineering, business administration, (Cont. Below)
  • and/or management from an accredited civilian institution desired. Master’s degree, highly desired.
  • Documented work experience in an AF Safety office (Functional Account Code 106A) serving as either Chief of Safety, Flight Safety Officer/NCO, Weapons Safety Officer/NCO, (Cont. below)
  • Occupational Safety Manager/NCO highly desired.
  • Must be able to obtain and maintain academic instruction certification.
  • Pre-Employment physical is required.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions; the GS-0018, Safety and Occupational Health Management Series. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes s knowledge of established weapons and explosives safety principles, practices, procedures, laws, regulations, and current legislative issues as they relate to the military installation weapons and explosives safety program; the requirements, methods, and techniques of accident and mishap investigation, analysis, resolution of safety problems, and formal reporting procedures; and risk assessment methods and techniques for evaluation of weapons and explosives safety risks. Knowledge of safety and security regulations, practices, and procedures. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Expert knowledge of the body of laws, regulations, policies, standards, procedures, methods, and techniques applicable to a broad range of safety and occupational health requirements sufficient to plan, direct, coordinate, and incorporate aviation, occupational, weapons, space safety requirements into instruction. Expert knowledge in mishap investigation and reporting resulting in demonstrated skill in relaying information to students that results in enhanced ability to prevent mishaps through accurate identification of findings, causes, and recommendations that prevent mishap recurrence. Ability to apply the knowledge of (a) the principles, standards, and techniques of safety and occupational health management; and (b) pertinent elements of engineering, physical science, ergonomics, psychology, industrial hygiene, physiology, sociology, and other scientific and technological fields which contribute to the achievement of comprehensive safety education principles, practices, and techniques of instruction. Enhanced ability to present technical information in each assigned area of instruction; e.g., investigation techniques, engineering factors in investigation, and human behavior and culture. Expert skill in utilizing the Instructional System Design in developing distributed learning courses. Oral and written communications skill of sufficient quality to gain acceptance of new methodologies, advise/apprise senior leadership of relevant/important issues, articulate technical information and processes in meetings, produce clear and useful reports, and interface with other agencies. Skill in operating word-processing software to enter, format, and print information in the production of lesson plans, course charts, etc. Ability to apply knowledge of DOD and AF Advance Distributed Learning policies, practices, goals and objectives to coordinate and integrate the work activities of several organizational segments or several different projects and to adjust work operations to meet emergency, changing program, or production requirements within available resources and with minimum sacrifice of quantity or quality of work. Expert skill in the use of Learning Management Systems (LMS), to include selection, deployment, maintenance, sustainment and operation. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
