The primary purpose of this position is:
Designs, manages, and provides senior advice and counsel for USAF Operational Risk Management (ORM) and associated operational and occupational mishap prevention that apply to all missions, activities, and personnel within the Air Force.
Duties
As an incumbent of a senior Air Force staff program manager position, plans, develops, and manages the USAF Operational Risk Management (ORM) program which affects every USAF organizational element and level of command Air Force-wide, and is the key strategic process for successful accomplishment of the USAF Mishap Prevention Program.
Provides the senior ORM subject matter expertise and consultant services for the research and determination of appropriate technology and presentation media for ORM formal education, orientation, awareness, and training.
Represents the Air Force Chief of Safety by participating in international and national conferences to develop and identify standards, program improvement processes, management assessment techniques, and analytical tools that enhance the operational risk management effectiveness for the USAF and USAF joint operations with other uniformed services.
Incumbent, as a HQ USAF FOA staff member, establishes and maintains liaison with DoD, HQ USAF and MAJCOM/DRU/FOA staffs to ensure ORM policies and principles are enculturated in all USAF operations and activities.
Provides team leadership for corporate governing bodies, integrated/process action teams, and matrixed work groups
chartered to assist in the formulation and validation of program components and processes.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions; the GS-0018, Safety and Occupational Health Management Series.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13 or equivalent in other pay systems. Examples of qualifying specialized experience include: 1) Managing safety or occupational health program elements. 2) Developing and recommending safety and occupational health policy to higher levels of management. 3) Applying safety and occupational health laws, regulations, principles, theories, practices, and procedures to advise on or resolve technical matters dealing with occupational safety and health requirements. 4) Developing safety and occupational health standards, regulations, practices, and procedures to eliminate or control potential hazards. 5) Developing or implementing programs to reduce the frequency, severity, and cost of accidents and occupational illnesses. 6) Analyzing or evaluating new and existing jobs, processes, products, or other systems to determine the existence, severity, probability, and outcome of hazards. 7) Designing or modifying workplaces, processes, products, or other systems to control or eliminate hazards. 8) Inspecting or surveying workplaces, processes, products, or other systems for compliance with established safety and occupational health policies or standards and to identify potential new hazards. 9) Training of workers, supervisors, managers, or other safety and occupational health personnel in safety or occupational health subjects. 10) Work in occupational fields such as industrial hygienist, safety engineer, fire prevention engineer, health physicist, and occupational health nurse. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of safety and occupational health principles, practices, procedure, laws, regulations, and current legislative issues.
Ability to plan, develop, implement, and coordinate a complete safety and occupational health program.
Knowledge of environmental principles, practices, procedures, laws, regulations, and current legislative issues.
Ability to research, analyze, interpret, and apply rules, regulations, and procedures.
Ability to plan, conduct, and record surveys and inspections.
Ability to plan, organize work, and meet deadlines.
Ability to identify problems and develop innovative solutions.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
