The primary purpose of this position is to serve as a first level supervisor, providing planning, directing, organizing, and exercising control over employees assigned to AFSEC/SETM. Serves as Chief, Training Management Branch.

Duties

Plans, organizes, and oversees the activities of AFSEC, ensuring that AFSEC/SETM complies with legal and regulatory requirements and meets customer needs. Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management. Represents the Air Force Safety Center on issues relating to education, training and force development at MAJCOM or other safety events. Serves as platform instructor for AFSEC Safety Education and Training courses. Identifies and analyzes resource requirements. Responsible for securing funding and ensuring availability of student lodging, classroom facilities, and administrative support for approximately 1,600 students and 70 classes annually.

  • Bachelor’s degree in: Safety, computer information systems, education, occupational safety and health, aviation safety, engineering, business administration, and/or management from an accredited civilian institution desired.
  • Master’s degree, highly desired.
  • Documented work experience in an AF Safety office (Functional Account Code 11H00) serving as either Chief of Safety, Flight Safety Officer/NCO, Weapons Safety Officer/NCO, Occupational Safety Manager/NCO highly desired.
  • Must be able to obtain and maintain academic instructor certification.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, to include the Individual Occupational Requirements (IOR) for the GS Safety & Occupational Health Management Series 0018 and the Group Coverage Qualification Standard for Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have one year of specialized experience at the GS-13 grade level or equivalent in other pay systems. Knowledge includes expert experience in or related to safety and occupational health that provided the specific knowledge, skills, and abilities to perform successfully the duties of the position. Examples of qualifying specialized experience include: 1.) Managing safety or occupational health program elements, 2.) Developing and recommending safety and occupational health policy to higher levels of management, 3.) Applying safety and occupational health laws, regulations, principles, theories, practices, and procedures to advise on or resolve technical matters dealing with occupational safety and health requirements, 4.) Developing safety and occupational health standards, regulations, practices, and procedures to eliminate or control potential hazards, 5.) Developing or implementing programs to reduce the frequency, severity, and cost of accidents and occupational illnesses, 6.) Analyzing or evaluating new and existing jobs, processes, products, or other systems to determine the existence, severity, probability, and outcome of hazards, 7.) Designing or modifying workplaces, processes, products, or other systems to control or eliminate hazards, 8.) Inspecting or surveying workplaces, processes, products, or other systems for compliance with established safety and occupational health policies or standards and to identify potential new hazards, 9.) Training of workers, supervisors, managers, or other safety and occupational health personnel in safety or occupational health subjects, or 10.) Work in occupational fields such as industrial hygienist, safety engineer, fire prevention engineer, health physicist, and occupational health nurse. Note: Resume must show supporting evidence. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS, AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Comprehensive knowledge of the body of laws, regulations, policies, standards, procedures, methods, and techniques applicable to a broad range of safety and occupational health requirements sufficient to plan, direct, coordinate, and incorporate into safety education and training that encompasses all safety disciplines. Ability to communicate effectively, both orally and in writing, of sufficient quality to gain acceptance of new methodologies, advise/apprise senior leadership of relevant/important issues, articulate technical information and processes in meetings, produce clear and useful reports, interface with other government agencies, and train office staff. Knowledge of safety and occupational health principles, practices, procedures, laws, regulations, and current legislative issues as they relate to the military installation ground safety program; the requirements, methods, and techniques of accident and mishap investigation, analysis, resolution of safety problems, and formal reporting procedures; and risk assessment methods and techniques for evaluation of occupational safety and health risks. Mastery knowledge of standard training techniques, methods, and materials sufficient to develop and present formal training and instructional sessions. Knowledge of professional continuing education based programs and objectives in order to identify training requirements, methods, techniques and procedures to develop programs by obtaining training resources that will meet Air Force safety education objectives. Skill in analyzing, planning, and adjusting work operations and program objectives to meet emergencies, changing programs, and product requirements with available resources and with minimum sacrifice of quality or quantity of work and meet deadlines. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
