These positions are located at the Department of Veterans Affairs (VA), Veterans Benefits Administration (VBA), Veteran Service Center (VSC) or Benefit Eligibility Support Team (BEST) Division. The incumbent is responsible for conducting evaluative studies and serving as a consultant to the VSC or BEST Manager on pertinent issues associated with the effectiveness and efficiency of Division operations as they relate to the delivery of benefits and service to Veterans.

Time-in-grade: Applicants who are/were federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements.
For a GS-09 position you must have served 52 weeks at the GS-07 level.
For a GS-11 position you must have served 52 weeks at the GS-09 level.
SF-50: If you are seeking a reassignment/change to lower grade, you must submit a copy of your most recent SF-50 (non-award) AND the SF-50 placing you into your current position.
To support your claim of time in grade, you must submit your most recent appointment, promotion, within grade increase SF-50 (not an award or general adjustment SF-50). TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements.
For a GS-09 position you must have served 52 weeks at the GS-07 level.
For a GS-11 position you must have served 52 weeks at the GS-09 level.
The grade may have been in any occupation but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.
MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your experience and/or education as described below:
GS-09 Grade Level:
Specialized Experience: To qualify, applicants must have one year of specialized experience equivalent to at least the next lower grade (GS-07) in the normal line of progression for the occupation in the organization. Specialized experience is defined as work that involves (1) Preparing reports, memorandums or letters (2) evaluating and analyzing processes and (3) conducting internal audits to determine compliance with policies and regulations and evaluate program effectiveness.
Education Substitution: master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related.
GS-11 Grade Level:
Specialized Experience: To qualify, applicants must have one year of specialized experience equivalent to at least the next lower grade (GS-09) in the normal line of progression for the occupation in the organization. Specialized experience is defined as work that involves (1) Analyzing information to make references or draw conclusions; (2) Preparing routine technical reports based on analysis of materials and evidence; (3) Identifying and prioritizing work to reach divisional goals; (4) Identifying problems, analyzing information, and making recommendations based on data; (5) Communicating laws, regulations or decision to diverse audiences.
Education Substitution: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related.
