This position is located within the VISN 12 Great Lakes Finance Service (GLFS) and serves as the Site Liaison for the Network Managerial Cost Accounting program (MCAP) at the Clement J Zablocki Veterans Hospital, 5000 W National Ave, Milwaukee, WI 53295. The Managerial Cost Accounting (MCA) Site Liaison supports the integrated Managerial Cost Accounting Program in the VA Great Lakes Healthcare Network.

Duties
The Managerial Cost Accounting (MCA) Site Liaison supports the integrated Managerial Cost Accounting Program in the VA Great Lakes Healthcare Network. Working with the Northern Tier Operations Manager and other team staff coordinates the MCA activities at the designated facility. The incumbent works directly with the staff at the VAMC to gather the data necessary to accomplish the monthly processing of the DSS data. The incumbent will also accomplish all assigned processing tasks. The incumbent will provide local training and local reporting at the local VAMC.
Duties include, but may not be limited to the following:
Assesses the effectiveness of the data collection systems and develops audits for review and evaluation to ensure the overall accuracy of the data for the Medical Center.
Works with facility leadership, service chiefs, and administrative officers to resolve data collection and assignment issues.
Serves on task forces, committees and other special projects representing the interests of the Product Line.
Works with facility MCA staff to accomplish all year-end maintenance and conversion work such as structural framework and enhancement of cost identification.
Designs and coordinates the performance of routine and non-routine data audits.
Coordinates and implements training on the operation and use of DSS to the department manager, service chiefs, physicians and top management.
Responds to emergent and/or recurring requests for information from the DSS Manager and Operations Manager, to include special projects or special reporting needs.
Keeps Operations Manager informed of administrative issues with local MCA staff.
Performs limited, non-grade controlling work leader functions pertaining to on-site staff.
Monitors electronic billing made from the TMC to Austin Finance Center through Financial Management System (FMS).
Performs other related duties as assigned.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/15/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11 level. The grade may have been in any occupation but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
To qualify for this position at the GS-12 level, you must meet the following:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge of VHA rules and regulations to be able to consult with clinical staff and administrative staff to describe particularly difficult patient problems and possible problem solutions; Comprehensive knowledge and understanding of the operating programs and objectives of the Medical Center (i.e., clinical and administrative program relationship, manpower, and resource utilization); Working knowledge of the Network's information systems and specific knowledge of files and databases related to operations of VA accounting systems and subsystems (i.e., VISTA, DSS, VCNV, ALB, DCM, CCM, DCR, KIT, and ADHOC); Knowledge of various auditing techniques and analyses to ensure the accuracy of workload and financial data contained in information systems and routine end-user reports; Knowledge and ability to execute and interpret routine reports from DSS and other databases, and Oral and written communication skills and interpersonal relations to appropriately and courteously relate to internal and external customers.
