Duties
This position is located at the Clement J. Zablocki Medical Center, Milwaukee, WI (695) and is organizationally aligned under the Facilities Management Division. The primary purpose of this position is to provide planning, directing, organizing, and exercising control over non-supervisory positions in the Office Support Section.
Major Duties:
-Applies administrative policies, drafts correspondence, recommendations, reports, and memoranda related to management and administrative programs and issues.
-Provides advice and guidance to managers and employees on questions and situations related to the administrative services provided.
-Discusses pertinent issues with operating personnel to determine the impact on new or revised guidance on current operations.
-Advises management officials, supervisors, and employees on the interpretation and application of a variety of human resources policies, practices, and procedures including staffing, classification, employee relations, benefits, and related areas.
-Analyzes program, budgetary, and fiscal data and makes budget recommendations to management.
-Monitors expenditures and forecasts changes that require reprogramming of funds for assigned areas of responsibility.
-Provides technical and administrative supervision of a small subordinate staff at grades 5, 7, 11 & two 9's.
-Identifies and performs routine liaison tasks to support the organizational planning process.
-Reviews work completion reports to ensure accuracy and compliance with organizational standards.
-Participates in developing short and long-range goals and in providing guidance for the organization's quality assurance plan.
Work Schedule: Full-time, Monday-Friday, 7 AM-3:30 PM

Pay: Competitive salary and regular salary increases When setting pay, a higher step rate of the appropriate grade may be determined after consideration of existing pay, higher or unique qualifications, or special needs of the VA (Above Minimum Rate of the Grade).
Paid Time Off: 37-50 days of annual paid time offer per year (13-26 days of annual leave, 13 days of sick leave, 11 paid Federal holidays per year)Selected applicants may qualify for credit toward annual leave accrual, based on prior [work experience] or military service experience.
Parental Leave: After 12 months of employment, up to 12 weeks of paid parental leave in connection with the birth, adoption, or foster care placement of a child.
Child Care Subsidy: After 60 days of employment, full time employees with a total family income below $144,000 may be eligible for a childcare subsidy up to 25% of total eligible childcare costs for eligible children up to the monthly maximum of $416.66.
Retirement: Traditional federal pension (5 years vesting) and federal 401K with up to 5% in contributions by VA
Insurance: Federal health/vision/dental/term life/long-term care (many federal insurance programs can be carried into retirement)
Qualifications
To qualify for this position, applicants must meet all requirements within 30 days of the closing date of this announcement, 04/23/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9 level or be a current GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.
Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify with your education and or experience as stated below:
Specialized Experience: You have one full year of specialized experience that has equipped you with the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the position to be filled. Specialized experience includes, but is not limited to: directing subordinates, setting priorities, approving schedules for completion of work; assigning work to subordinates based on priorities, evaluating work performance of subordinates; knowledge of a wide variety of pertinent laws, regulations, policies, and precedents which affect administrative operations; knowledge of the major issues, program goals and objectives, work processes, and administrative operations of the organization and service; presenting staffing recommendations and negotiating solutions to disputed recommendations; interacting with other disciplines to solve problems and deal effectively with uncooperative or unreceptive persons to bring problems to resolution; providing oversight for administrative processes such as correspondence and mail work flow, center policy updates, office staffing and backup coverage, work assignments for support staff, and all administrative aspects of an Engineering Service; and knowledge of Microsoft Office programs, i.e., Word, Excel and Power Point, to develop documents, charts, and computer presentations. Education: You may substitute education for the specialized experience. To qualify based on education for this grade level you must have successfully completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. Physical Requirements: Physical exertion is limited to walking, climbing, stooping, bending, reaching, and occasionally driving. Sitting and manual dexterity are required to keyboard for extended periods of time in the execution of administrative duties.
