The work is health-oriented in nature, and requires knowledge and skills gained from education, on the job training, developmental assignments, and/or experience in a health science or allied scientific field, such as Health Informatics. Health Informatics is a discipline at the intersection of clinical health care, information science, and computer science, that designs and delivers information to improve clinical care, individual and public health care, and biomedical research. Major Duties: Performs as User Role Assignment Coordinator for Oracle-Cerner EHR deployment. User Role Assignment is the process of collecting and validating user data and assigning Electronic Health Record Modernization (EHRM) roles to each end user in preparation for training assignment and account provisioning. As an emerging subject matter expert for Health Informatics, receives assignments that continue to expand the knowledge base of the electronic health record and associated clinical software; provides users and staff with limited consultative support and education. Explores new technologies and participates in complex projects to apply the technologies in support of veterans' health care needs. Assignments include increasingly complex segments of projects for which the incumbent is independently responsible. Inputs and retrieves data, prepares analyses and presents recommendations to senior specialists, supervisor, or others as may be appropriate. Participates with senior specialists in educating employees on methods and means to make health care operations more effective and efficient. Develops tools and training guides for the user and participates in delivering training and educational programs to others as appropriate to knowledge and skill level. Collects, analyzes and provides feedback on effectiveness of training and suggests improvements/enhancements. Analyzes data, for example, to assess treatment impacts and provides findings and recommendations for a variety of uses by senior specialists. Participates in assessing data to identify, quantify and resolve organizational problems. Conducts evaluations of clinical software needs and makes recommendations. Performs other duties as assigned that are directly related to development as a Health Informatics Specialist. To qualify for this position, applicants must meet all requirements within 30 days of the closing date of this announcement. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. GS-12 LEVEL GRADE REQUIREMENTS: SPECIALIZED EXPERIENCE: Must have one full year of specialized experience equivalent to at least the next lower grade level (GS-11) in Federal service that equipped you with the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the position to be filled. Specialized experience includes: Skill in applying a wide range of established practices, theories, and emerging information in health care delivery, Informatics and applications; knowledge of use of clinical software packages; broad knowledge of VHA operations, national databases (including the Vista architecture and file structure), analytical techniques and clinical applications development techniques; knowledge of automation and software systems and options that affect clinical practice, and basis knowledge of technologies; skill in communicating both orally and in a variety of written media and with all levels of end users, management, in order to make effective oral presentations in a variety of settings and to prepare policies, procedures, memoranda and training materials, including concise, understandable charts and graphs and other briefing materials. Preferred Experience: Experienced in onboarding and provisioning of Health Professional Trainees (HPT) (House Staff, Medical Students, Physician Assistants, Nurse Practitioners, Dental Residents) from the Medical College of Wisconsin; in-processing and out-processing of all trainees utilizing ePAS, ePCS Prescriber and VistA menus. Monitoring of online mandatory training. Management and analysis of data to identify opportunities for improvement. Previous close collaboration with current Clinical Informatics staff preferred. Strong understanding of PIV card process and use of USAccess. Skill in applying a wide range of established practices, theories, and emerging information in health care delivery, Informatics and applications; knowledge of use of clinical software packages; broad knowledge of VHA operations, national databases (including the Vista architecture and file structure), analytical techniques and clinical applications development techniques; knowledge of automation and software systems and options that affect clinical practice, and basis knowledge of technologies; skill in communicating both orally and in writing with a variety of end users in structured and unstructured settings, in order to make effective oral and written presentations. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
