Duties

The primary purpose of this position is to provide the critical technical and program support necessary to sustain Telehealth and Connected Care operations throughout Clement J. Zablocki VAMC Healthcare System using state-of the-art, clinical technologies and partnerships which provide access to care to Veterans. This position supports the delivery of health care through all Telehealth modalities: synchronous, asynchronous and remote monitoring; therefore, it is imperative that the incumbent is a subject matter expert (SME) for all Telehealth and Connected Care technologies as well as the information technology (IT) platforms, processes and systems that VA utilizes with which these technologies must integrate. This position provides critical operational and technical program management and support necessary to sustain clinical Telehealth operations throughout Clement J. Zablocki VAMC Health Care System. Major Duties: Serves as the technical SME and technical team leader on the setup, configuration, maintenance, repair and testing of all Telehealth and Connected Care equipment and services. Coordinates the clinic equipment/technology set up and monitoring. Manages operations of all technologies utilized by Telehealth and Connected Care programs and acts as the Project Manager for major deployments, upgrades, retrofits, and refresh projects for technologies and applications throughout the facility/healthcare system, ensuring technologies are online and ready for use within established/required timeframes. Manages new Telehealth and Connected Care equipment implementations including: technology equipment review, testing, configuration, installation, security, and verification of equipment's integration into existing IT network. Provides technical support and resolution of issues throughout the facility/healthcare system and consults with OIT and Biomed stakeholders as needed. Troublshoots communication issues and repairs and maintains equipment. Appropriately utilizes Office of Connected Care Help Desk resources to escalate and resolve issues as needed. Provides technical support to clinic-based Clinical Video Telehealth and Store and Forward Programs. Plans and performs fault management, configuration control, and performance monitoring of Telehealth and Connected Care technologies and systems. Files activity reports including a log of trouble tickets, technical reports, and site assessments. Collaborates closely with the FTC and/or Telehealth Clinical Technicians (TCT) internally within the VAMC and at other external VAMC/VISNs in order to coordinate Telehealth and Connected Care technologies and technical support activities that support the deliver of patient care. This includes supporting interfacility scheduling of resources required for clinical visits. Develops procedures and systems for establishing, operating, and assessing the effectiveness of Telehealth and Connected Care programs throughout the Clement J. Zablocki VAMC Healthcare system; as well as the accomplishment, evaluation, and monitoring of audits, inspections, and management reviews. Recommends and assists in evaluation and monitoring of the quality, safety, efficiency, utilization, productivity and effectiveness of Telehealth and Connected Care technologies and integration of said technologies to meet clinical needs. Collaborates with the FTC and other Stakeholders to identify trends and issues of concern regarding clinical care and performance activities. In collaboration with the FTC, and/or VISN Lead, implements and evaluates short and long term strategic plans for Telehealth and Connected Care technologies, ensuring deployment aligns with performance measures. Monitors utilization, fiscal impact, challenges, and outcomes of technologies and shares and disseminates information for continual quality improvement. Oversight responsibilities related to Telehealth equipment and technology inventory/ management to include monitoring, management, and updating of all resource-based scheduling systems/platforms to ensure they correctly identify the resources (locations of rooms, technologies, etc.) used for scheduling clinical Telehealth visits. Collects data and develops information to be presented or included in reports. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/04/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: GS-11 LEVEL GRADE REQUIREMENTS SPECIALIZED EXPERIENCE: Must have one full year of specialized experience equivalent to at least the next lower grade level (GS-9) in Federal service that equipped you with the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the position to be filled. Specialized experience includes: knowledge in the principles and techniques of Telehealth technologies used in VHA to support the following modalities: Synchronous, Asynchronous and Remote Monitoring and connected care programs; knowledge of the range of analytical and evaluative methods related to Telehealth and Connected Care technical project management; knowledge of and skill in providing education and training for VA and non-VA entities on various Telehealth and Connected Care technologies; knowledge of Telehealth and Connected Care mission, vision, values, major issues, goals, objectives, work processes and administrative and technical operations; knowledge of clinical operations and workload management in Telehealth and Connected Care delivery; knowledge of business operations (coding, workload, clinic set up) of Facility Telehealth programs; knowledge of management practices including strategic planning, coaching, team building, and conflict resolution; knowledge and skill in oral and written communications techniques and processes, such as communicating detailed technical information in a clear, logical and concise manner. OR EDUCATION: Must have a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree, or LL.M., if related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. TRANSCRIPTS REQUIRED. OR COMBINING EDUCATION AND EXPERIENCE: Must have equivalent combinations of education and experience as listed above. Only graduate education in excess of the amount required for the next lower grade level (master's or equivalent graduate degree) may be used to qualify applicants for positions at the GS-11 grade level.
