You will serve as a Financial Management Analyst/Budget Financial Manager in the Naval Sea Systems Command Safety & Regulatory Compliance Directorate (SEA 09) of NAVSEA HQ FIELD SUPPORT.
Duties
You will perform financial management/budget formulation work involving preparation of detailed accounting and financial analysis, annual and/or multi-year budget estimates for one or more budget years.
You will perform budget execution, trend analysis and financial management analysis involving the monitoring of obligations incurred and the actual expenditures of funds, and transfer of funds from other sources and types of funding.
You will provide guidance and assistance as to the proper methods, techniques, and factors regarding budgetary, financial and accounting matters.
You will leverage existing processes to identify and assess risk using data analytics for accurate reporting in identifying problems and trends.
You will review and recommend approval of input for budget exhibits and budget justifications for submittal to the Navy Comptroller.
You will support the development and submission of the Program Objective Memorandum (POM).
You will provide analytical advice on financial transactions and program execution.
You will prepare and review responses to audits, which involve the implementation of financial management policies and procedures.
You will assist with developing spend plans, NEPS and data analytics/dashboard development.

- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the next lower pay band (NH-3) or grade level (GS-11) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: conducting financial management, accounting, and/or budgetary analysis to maintain the overall financial performance of obligations and expenditures to ensure funding documents and plans are executed and meet mission requirements.
