Duties
Incumbent is responsible for the supervision and operation of all Camp Pendleton and Barstow Fitness, Human Performance and Resiliency programs, services, events and facilities. Ensures operating standards of Fitness Facilities, outdoor training centers, Human Performance Centers and the Human Performance Program, strength and conditioning programs, and fitness programs are compliant with Marine Corps orders, safety regulations, Semper Fit and Marine Corps initiatives, unit needs, leadership and command deck direction. This area of responsibility spans 120 miles. Incumbent is responsible for the oversight of Marines and civilian staff members and directly supervises NF-4 supervisors and GS-11 supervisors. Responsible for hiring, disciplinary action and performance of employees within the above listed program areas. Responsible for all staff training, development and mentoring. Plans and schedules work assignments for the managers and oversees scheduling of all the staff. Establishes policies and procedures that shape the Human Performance & Resiliency Department programs, facilities and services to meet the command and patron needs for more than 2 million annual patrons. Serves as the command expert on all WARR programs issues, requirements, priorities, methodologies, program coordination, quality and effectiveness. Assures department efforts are aligned with the Marine Corps Total Fitness (MCTF) strategies and objectives. Continually evaluates needs and analyzes data to maximize efficiencies and determine program needs. Advocates for all programs at command levels to help maximize impact, funding and relevancy.

Qualifications
CONTINUATION: FINANCIAL RESPONSIBILITIES: Formulates, administers, and executes a 3-5 million dollar annual budget for all fitness centers, fitness programs and human performance programs. Establishes proactive controls to ensure budgetary objectives are met. Takes corrective action when budget variances occur. Analyzes budget reports to identify discrepancies, needs and efficiencies. Computes financial data and statistics to prepare reports and forecast short and long-term budget plans. Provides budget data and analysis to Semper Fit Deputy Director and higher headquarters. Responsible for the execution of year-end funding annually. Must be able to obtain and maintain a Government Purchase Card and/or be a transaction approver. Required to be a Contracting Officer Representative (COR) for established contracts. Required to work with contract payments, contract submission and contract renewals. ADDITIONAL RESPONSIBILITIES: Supports all components of Semper Fit, MCTF and WARR activities and programs as needed. Ensures staff support for other programs within Semper Fit to guarantee mission is complete. In absence of Semper Fit Director or Deputy Director may act as officer in charge to complete division mission. Works with MCCS Headquarters elements on special projects and assignments as needed. WORKING CONDITIONS: Mainly an administrative position in a temperature controlled workspace. Required to do site visits throughout the base to include visits to Barstow. Must be able to work with little supervision. Must be able to work early mornings, evenings, holidays, and weekends. Adheres to safety regulations and standards. Uses required safety equipment and observes safe work procedures. Promptly reports any observed workplace hazards, and any injury, occupational illness, and/or property damage resulting from workplace mishaps to the immediate supervisor. Adheres to established standards of actively supporting the principles of the EEO program and prevention of sexual harassment.MINIMUM QUALIFICATIONS: A minimum of four years experience that demonstrates a working knowledge of the fitness and health industry. A Bachelor¿s degree or higher from an accredited college/university in a health or fitness related field is required. Must have four years of management experience directly supervising staff. Must have an advanced fitness or health certification from one or more of the following agencies, National Strength and Conditioning Association (NSCA), American College of Sports Medicine (ACSM), American Council on Exercise (ACE), or National Commission of Health Education Credentialing (NCHEC). Must be proficient in Microsoft Office: excel, word, PowerPoint, Outlook, and navigating the web. Must have excellent oral and written communications skills sufficient to develop policies, procedures and to explain basis for recommendations and changes on program issues with headquarters and installation level MCCS Directors and senior personnel. Must have excellent customer service skills, and the ability to successful, plan, organize and supervise. Ability to provide leadership, mentor, guide and train subordinate staff. Must be certified in CPR within 6 months of employment.
