Human Resources Officers apply a range of concepts, laws, regulations, policies, and practices to provide HR services. They serve as points of contact, coordinators, and advisors; gather and analyze data to examine issues, concerns, or inquiries; and develop and recommend alternatives or solutions.
Duties
ADDITIONAL INFORMATION: This position serves as the Employee Relations Specialist, in the Human Development Client Services Office (HDC), Human Resources Operations Division, (HDCTR). In this position you will act as an expert advisor to management and the workforce on a variety of employee relations issues, including matters of conduct, discipline, time and attendance, and poor performance. As a member of the NGA Employee Relations Team, you will collaborate with and/or advise colleagues in the Human Resources, Security, General Counsel, and the Inspector General offices. You will work with supervisors and managers providing information to help guide decisions that include the most serious and complex conduct and disciplinary issues. You serve and the subject matter expert when assisting management officials at all levels in developing an understanding the use of discipline, as well as establishing uniformity of actions throughout the organization. On an operational level, you assist clients with defining problems and resolving issues; analyze and assess complex issues such as those involving conflicting policies, requirements, and practices; interpret data/information with varying degrees of reliability due to possible subjectivity (e.g. personnel interviews, evaluation narrative); conduct probing analysis to uncover obscure or underlying causes of problems; and recommend appropriate courses of action to address employee performance, conduct, and attendance issues.You may be asked to complete one or more assessments in addition to the application you submit on this website as part of your application to NGA. Qualifications
MANDATORY QUALIFICATION CRITERIA: For this particular job, applicants must meet all competencies reflected under the Mandatory Qualification Criteria to include education (if required). Demonstrated experience preparing written guidance (e.g., proposals and decisions on adverse actions; correspondence addressing misconduct, unacceptable performance, or grievances).4. Demonstrated experience communicating effectively to convey HR policies, instructions, guidance, and related information to management and employees.EDUCATION REQUIREMENT: A. Bachelor's degree from an accredited college or university in Business Administration, Business Management, Human Resources, Human Resources Management, Human Resources Development, Organizational Development, Psychology, or a related field. -OR- B. Combination of Education and Experience: A minimum of 24 semester (36 quarter) hours of coursework in any area listed in option A, plus experience applying a range of concepts, laws, regulations, policies, and practices to provide HR services, or a related area that demonstrates the ability to successfully perform the duties associated with this work. As a rule, every 30 semester (45 quarter) hours of coursework is equivalent to one year of experience. Candidates should show that their combination of education and experience totals 4 years. -OR- C. Experience: A minimum of 4 years of experience applying a range of concepts, laws, regulations, policies, and practices to provide HR services, or a related area that demonstrates the ability to successfully perform the duties associated with this work.DESIRABLE QUALIFICATION CRITERIA: In addition to the mandatory qualifications, experience in the following is desired: 1. Demonstrated experience to multi-task a variety of incongruent tasks and excel in a constantly changing and agile environment.2. Demonstrated experience involving personnel suitability, employee conduct, performance, and dispute resolution to the resolution of common employee relation issues.3. Demonstrated experience utilizing Microsoft Office suite to develop documentation, analyze data, develop metrics, identify trends, and make recommendations.4. Experience applying Defense Civilian Intelligence Personnel System (DCIPS) policies, procedures and processes to complex human resources issues.
