Duties
This Contracting Officer Representative position is located in the Procurement Coordination Branch, Acquisition Program Management (APM), Enterprise Support (ES), Transportation Security Administration (TSA), Department of Homeland Security (DHS). Duties include but are not limited to:
Performs contract administration and COR duties in accordance with responsibilities delegated from Contracting Officers (COs) and Contracting Specialists (CSs), including package development, financial tracking of invoices, closeout activities, personnel security (PERSEC) audit support, and other COR activities.
Assists in creating and reviewing official contract packages and documents to determine that all contractual actions are satisfied.
Conducts, edits, and reviews various written documents, reports, and presentations that evaluate and/or summarize contract execution and status to include the development of a burn rate analysis, recommendation for acquisition follow-on activities and approval, and the
request for funding to meet TSA goals and objectives.
Implements adequate plans and measures to ensure accountability for deliverables and contractual requirements.
Identifies and establishes metrics to support acquisition milestones and uses qualitative and quantitative measures to assess and compare the effectiveness and cost efficiency on various procurements.
The major duties described above reflect the full performance level of this position. Typically, the lower pay band (I Band) performs the same duties but will receive more guidance and training; and/or projects/work assignments may be less complex.
Qualifications
To qualify for the SV-I Pay Band (equivalent to GS-13), applicants must possess one full year (52 weeks) of specialized experience equivalent to the SV-H (GS-12) in the Federal service. Specialized experience MUST include all the following:
Evaluating contract performance issues to determine if program goals are being met; and
Utilizing quantitative and qualitative analytical methods to analyze program performance.
To qualify for the SV-J Pay Band (equivalent to GS-14/15), applicants must possess one full year (52 weeks) of specialized experience equivalent to the SV-I Pay Band (GS-13) in the Federal service. Specialized experience MUST include all the following:
Implementing broad and complex acquisition program activities; and
Evaluating contract performance issues and providing effective recommendations to meet program goals; and
Utilizing quantitative and qualitative analytical methods to analyze and improve program performance.
Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime.
National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees.
