Duties
This Supervisory Procurement Specialist position is located in the National Explosives Detection Canine Team Program (NEDCTP), Aviation Coordination, Domestic Aviation Operations (DAO), Security Operations (SO), Transportation Security Administration (TSA), Department of Homeland Security (DHS). If selected, you will serve as a first-line supervisor and direct the work of subordinate employees. Duties include but are not limited to:
Reviews upcoming legislation to identify and evaluate any impact to the National Explosives Detection Canine Team Program (NEDCTP). Drafts and coordinates Congressional responses as well as other responses to Department of Homeland Security (DHS), the Government Accountability Office (GAO), the Office of Management and Budget (OMB) and others as required. Prepares recurring program updates to the DHS and OMB information systems. Individual and organizational performance is typically reviewed periodically by higher-level management, usually through status reports and organizational performance measures.
Provides advice, assistance and guidance to NEDCTP managers on complex administrative and operational problems affecting multiple Transportation Security Administration (TSA) offices in the topical areas of acquisitions strategies, budget/cost planning, and program performance. Contacts are primarily within the organizational component and higher-level components with subordinates, peers and higher-level managers to discuss operations, the status of projects and programs, and to plan for the future.
Manages the complete procurement and production program for assigned program areas. Interprets and implements program policies, directives, and procedures. Continually reviews policies, procedures, systems/subsystems and equipment to improve efficiency and services. Establishes and maintains controls to meet critical requirements and assures that the procurement objectives in areas of planning, contractual responsibilities and industrial preparedness are accomplished within budgetary limits and time schedules. Resolves problems and questions pertaining to budgetary matters and meeting program objectives and requirements which may arise during any phase of the procurement and production cycle.
Applies a practical knowledge of Federal acquisition regulations, directives, and procedures to promote effective planning, execution, and oversight of NEDCTP investments. Leads the preparation and coordination of NEDCTP program/procurement documentation (i.e. acquisition plan, budget artifacts).
Maintains program and administrative reference materials, project files and relevant background documents and makes available policies, procedures and written instructions from the supervisor; maintains current knowledge to answer questions from team members on procedures, policies, directives, etc.
Leads the tracking and verification of program expenditures to ensure accountability of funds related to program operations and in the spirit of Congressional intent, which includes the authority to make commitments for the major organizational component within guidelines. Work is typically governed by established policies, procedures and organizational objectives that frequently leave room for discretion.
Communicates assignments, milestones, and deadlines to junior team members, explains team goals and objectives, and assists them in developing organizational strategies to better accomplish work. Observes training needs and relays training resource requests to the program manager.
Provides planning, and coordination of both routine and complex work to be accomplished through assigning work, setting priorities and performance standards, reviewing and evaluating work and performance of subordinates, coaching and developing employees, approving leave and recommending and/or approving disciplinary actions. Defines, plans, and organizes assigned resources (staff, budget, equipment, etc.) to accomplish the work of the team. Provides ongoing feedback to employees regarding performance and progress towards meeting team priorities and objectives.
Supervisory/Managerial duties includeserving as the first-line supervisor and directing the work of subordinate employees. This includes but is not limited to: assigning work, setting priorities, and reviewing and evaluating work and performance of subordinates; approving leave; coaching and developing employees; recommending corrective or disciplinary actions; assisting in budget planning and projecting short-term needs; managing projects within assigned resources; resolving routine problems that typically impact the objectives of the organizational unit; when required, coordinating with customers outside the immediate organization.
Qualifications
To qualify for the SV-J Pay Band (equivalent to GS-14), an applicant must have one year of specialized experience at the SV-I or GS-13 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the knowledge, skills and abilities to successfully perform the duties of the position. Specialized experience is defined as:
Familiarity with the National Explosives Detection Canine Team Program (NEDCTP); and
Advising on acquisition and procurement processes to include budget planning and program performance; and
Working knowledge of Federal Acquisition Regulations (FAR) to plan, execute, and oversee program practices.
Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime.
National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
