Duties

This Procurement Specialist position is located in the National Explosives Detection Canine Team Program (NEDCTP), Domestic Aviation Operations (DAO), Security Operations (SO), Transportation Security Administration (TSA), Department of Homeland Security (DHS). Duties include but are not limited to: Provides expert advisory and consultant services on National Explosives Detection Canine Team Program (NEDCTP) procurement and acquisition analytics and reporting functions. Ensures the organization has the appropriate analytical data and reports necessary to achieve its organizational goals on behalf of NEDCTP senior management. Performs extensive and complex research/analysis of applicable regulations, and policies, and prepares comprehensive summaries, reports, and analyses for use by management officials. As a recognized technical authority, the incumbent operates under the supervisory confines of general administrative and policy direction relative to broadly defined missions or function of the agency. The incumbent defines objectives, interprets policies promulgated by authorities senior to the immediate supervisor, and determines their effect on program needs. Additionally, the incumbent independently plans, designs, and carries out the work to be done. Makes recommendations for new systems, methods, projects, or program emphasis in light of the availability of funds, database capabilities, priorities, and available resources. Work products or advisory services are considered to be technically authoritative. Overall, completed work is reviewed for matters such as fulfillment of cost or program objectives and the effect of advice, influence, or decisions on the overall program. Serves as Contracting Officer's Representative (COR) for complex acquisitions program activities for Security Operations. Performs COR duties in accordance with responsibilities. As the subject matter expert and technical authority of acquisition management and execution, advises NEDCTP Managers on acquisition matters related to pre and post award acquisitions for Security Operations program activities, i.e., monitoring of contract performance, preparing contractor evaluations, reviewing and approving invoices, similar oversight responsibilities, etc. Communicates with internal and external managers as well as representatives of other government agencies and private industries to obtain information and provide guidance on critical funding/program issues, and make recommendations affecting the major programs.

Qualifications

To qualify for the SV-J Pay Band (equivalent to GS-14), you must have one year of specialized experience equivalent to the SV-I or GS-13 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of the position to be filled. Specialized experience is defined as: Applying contracting regulations, principles, and procedures to plan and carry out contracting and procurement activities; AND Performing contract management activities such as requirement definition, source selection, contract execution, and contract management in pre- and post-award phases on large scale contracting actions; AND Applying project management principles and techniques to lead teams in complex acquisition program activities; AND Performing research capabilities and in the application of analytical/evaluative techniques sufficient to: a) provide administrative guidance on various procurements; b) interpret relevant program legislation to identify and/or evaluate potential impact to the National Explosives Detection Canine Team Program (NEDCTP) and c) to analyze and evaluate audit reports, regulations, and other relevant materials critical to program continuity. Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees.
