This position is located at Consumer Financial Protection Bureau, Technology & Innovation. The incumbent ensures integration of Privacy program requirements into all aspects of Bureau operations; and performs highly complex Privacy Act, E-Government Act, and associated program assessment and analytical assignments.
Duties
As a Government Information Specialist, you will:
Serve as the senior technical and program expert for the Bureau's Privacy programs, with responsibility for developing and monitoring guidelines for agency-wide application. Provide guidance in the development and establishment of Privacy policies and procedures to ensure that significant Privacy issues are identified and addressed. Assess Privacy program alignment with strategic objectives, develop policy, evaluate program execution, and provide expert advice and guidance to executive level staff. Serve as a technical authority for highly complex issues.
Review policy guidelines, standard operating procedures, risk-assessments, and significant cases to identify systemic trends indicating the need to update policy, procedures, or training on Bureau-wide basis. Perform updates to Privacy policies, regulations and operating procedures that typically require extensive research and development of program specific regulatory, policy, advisory, and assessment criteria consistent with broad legislative or other higher authority guidance and emerging case law. Recommend the adoption and application of new and unprecedented methods, approaches, and assessment criteria to ensure program or project requirements are aligned with strategic objectives and may recommend advanced approaches or applications for adoption Bureau-wide. Review all proposed team-level policies and procedures that have a privacy component and makes recommendations for proposed changes in management and program processes.
Respond to queries from policy-making boards and executives concerning the impact major policy initiatives or events will have upon Privacy policies and operations including addressing sensitive operational or program issues of significant interest to Bureau executives, other Federal agencies, the administration, Congress, and/or the media.
Qualifications
You must meet the following requirements within 30 days of the closing date of this announcement.
Specialized Experience: For the CN-60, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the CN-53 grade level in the Federal service. (For qualification purposes, the CN-53 is broadly equivalent to the GS-13).Specialized Experience for this position includes:
Experience that demonstrates a comprehensive knowledge of the Privacy Act and related laws, regulations, policies, and guidance; AND
Experience developing policies and procedures for agency compliance with Federal laws and regulations relating to Privacy program activities; AND
Experience representing the organization to stakeholders to explain complex or controversial issues or negotiate resolution to privacy-related issues or problems; AND
Experience as a leading and managing projects in a privacy program.
