This position serves as the Deputy Chief Privacy Officer (DCPO) and is located in the Office of Personnel Management (OPM), Office of the Executive Secretariat, Privacy, and Information Management. The DCPO reports to OPM's Chief Privacy Officer (CPO)/Senior Agency Official for Privacy and serves as a full partner in the direction of all phases of the agency's privacy program and work, including as an advisor to OPM senior leadership.

Duties

The Deputy Chief Privacy Officer (DCPO) is the agency's privacy program manager - responsible for the strategic development and the overall day-to-day implementation of OPM's privacy program, and providing supervisory, technical, and administrative direction concerning Federal privacy law, policy, and guidance. The DCPO: Manages and supervises the privacy program team, including leading the planning, assignment, direction, and review of work, as well as managing the professional development of staff. Provides expert analysis and advice to OPM offices on Federal privacy law, policy, and government-wide guidance. Develops OPM privacy policies and guidance, as well as strategies and procedures for implementation, consistent with privacy law and government-wide policy. Ensures appropriate evaluation and assessment of privacy risks associated with agency programs, operations, records, and technology involving personally identifiable information, including the agency's leverage of artificial intelligence to support agency mission objectives. Advises on and oversees compliance with applicable privacy law and policy, and leads in the development of compliance strategies, plans, and practices. Oversees the development of privacy training, tools, and resources. Develops and leads the implementation of processes to measure program accomplishments, results, and effectiveness.

For the GS 15: You must have at least one year (52 weeks) of specialized experience equivalent to the GS-14 which include all the following: 1) developing, implementing, and/or maintaining Federal privacy policies and procedures; 2) providing guidance or advice on privacy policy, law, and processes; 3) assessing privacy risks associated with programs, operations, and technology; and 4) planning or directing the work to be accomplished by subordinates or other staff members. Note: Your resume must fully support this experience. Merit promotion applicants must meet time-in-grade requirement as defined in 5 CFR 300, Subpart F. One year at the ???????GS-14 level is required to meet the time-in-grade requirements for the GS15 level.
