This position is being filled under the Direct Hire Authority for Certain Personnel of the Department of Defense using hiring authority in 5 USC 9905. DISA has delegated authority by the Under Secretary of Defense to directly appoint qualified candidates possessing a finance, accounting, management, or actuarial science degree, or a related degree from an accredited college or university in a field of study, or equivalent experience, related to the functions of the position to be filled.

Duties

Represents DISA and/or the Office of the Chief Financial Executive/Comptroller in various working groups, senior level meetings, etc., internal and external to DISA to promote the effective utilization of DISA resources. Performs analytical studies and analysis into the broad overall aspects of the design, development and integration of programs, in an effort to provide timely and reliable support for mission requirements of the activities. Develops, reviews, analyzes and provides advice and recommendations on budgets, acquisition plans, and multi-year programs. Participates in managerial activities involving organizational and functional planning, and mission execution Performs advanced financial analysis on complex issues and provides recommendations and solutions to senior leadership. Serves as a senior analyst responsible for providing expert level advice on all phases of the budget process and financial management; to include aspects of the DISA budget’s formulation, execution, and review processes.

Qualifications

Specialized Experience: For the GS-14, you must have at least one year of specialized experience equivalent in level of difficulty and responsibility to the GS-13 grade level in the Federal service, or comparable in difficulty and responsibility to GS-13 if outside the Federal service, is required. Specialized experience is defined as experience coordinating and synthesizing General Fund and Defense Working Capital Fund financial and resource management data to analyze and interpret financial results of operations for agency level briefs; experience advising on, developing, coordinating, and carrying out financial policies, procedures, and plan; experience reviewing, analyzing, evaluating, and reporting program accomplishments in financial terms; and experience advising and assisting management officials by supplying financial management advice required to make management decisions, establish organizational goals and objectives, and in all respects to manage the organization. In addition to meeting the specialized experience requirements, qualified applicants must also possess the quality of experience as it relates to how closely or to what extent an applicant's background, recency of experience, education, and training are relevant to the duties and responsibilities of the announced position. Candidates must clearly demonstrate the possession of knowledge, skills and abilities, or competencies necessary to successfully perform the work of the position at the appropriate level to be qualified for the position.
