You will serve as a TRAINING ADMINISTRATOR in the Military Sealift Command (MSC), CIVMAR MGMNT PROGRAM OFFICER (N12), AFLOAT TRAINING MANAGERS (N12A), AFLOAT WORKFORCE DEVELOPMENT (N12A2) of MILITARY SEALIFT COMMAND.
Duties
You will be responsible for executing assigned program and advising CIVMARs on program requirements, rules, and procedures.
You will be responsible to management for tracking progress, recommending improvements, and correcting process issues.
You will respond to inquiries about training opportunities, availability and eligibility and inquiries regarding employee certification or Merchant Marine Credentials applicable to the assigned programs.
You will develop solutions to address workforce skill gaps and meet mission requirements.
Requirements

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
Qualifications
GS-12 Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience identifying and analyzing training needs to develop alternative solutions tailored to organizational requirements.
Experience presenting complex ideas and options to diverse audiences, effectively persuading the target audience to adopt a particular course of action.
Experience applying knowledge of the rules, regulations, and mission readiness criteria specific to the training of MSC CIVMARs.
Experience working with Navy, Coast Guard, and Merchant Mariner-based education and training programs, aligning objectives with operational goals.
Experience understanding and applying the International Safety Management (ISM) Code and the Code of Federal Regulations (CFR) as they relate to shipping and maritime operations.
Experience interpreting and ensuring compliance with United States Coast Guard credentialing requirements for merchant mariners.
Experience utilizing analytical and evaluative methods to conduct studies, analyze findings, and gather, assess, and evaluate training-related information to draw conclusions and recommend actionable improvements.
Experience independently planning, organizing, and implementing training plans for CIVMAR development and ship requirements, coordinating with relevant stakeholders to schedule and optimize courses.
Experience developing and recommending innovative approaches to resolve training and placement challenges, ensuring the successful execution of individual and program-wide CIVMAR training plans.
Experience utilizing information systems, including word processing, database management, and spreadsheet tools within a Windows environment to support training and administrative functions.
Experience assessing training effectiveness through feedback, metrics, and evaluations, using data-driven insights to continuously improve training outcomes.
Experience communicating effectively, both orally and in writing, with a diverse range of internal and external personnel at all organizational levels.

Education
Undergraduate and Graduate Education: Major study -- education or a subject area related to the position to be filled.

- Teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field(s).
