You will serve as a SUPERVISORY TRAINING ADMINISTRATOR in the Afloat Training Manager (N12A), CIVMAR Management Division (N12), Total Force Management Program Office (N1) of MILITARY SEALIFT COMMAND.

Duties

You will direct, coordinates, and oversees work of two subordinate sections responsible for CIVMAR Workforce Development, Training Centers management and ATT. You will plan work to be accomplished by subordinates, set and adjust short-term priorities, and prepare schedules for completion of work You will provide positive leadership and direction, assuring equal opportunity for all employees with respect to training, promotions, awards, recognition, and other career development opportunities. You will establish Military Sealift Command (MSC) Training Center objectives to ensure provision of vocational, technical, academic, and USCG certified training. You will plan, direct, review, coordinate, and supervise the learning activities of CIVMARs from entry level/trainees through Master and Chief Engineer.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience and/or mastery of the Merchant Marine and the working environment found shipboard in a civilian operated ship. Experience and/or working knowledge of civilian crewed ship requirements (shipboard personnel management, training, International Safety Management (ISM), the Code of Federal Regulations (CFR) applicable to Shipping, merchant marine license (First Officer or First Assistant Engineer Officer or higher) issued by the U.S. Coast Guard (USCG)). Extensive knowledge of USCG credentialing requirements for merchant mariners. Mastery experience in principles and methods for curriculum management, training design, and the teaching and instruction of individuals and groups to include the measurement of training effectiveness. Experience and/or working knowledge necessary to serve as primary policy advisor to higher- level management on training delivery administration. Experience in the fundamentals of strategic planning, establishing immediate and long term goals, objectives, and setting mission priorities as they related to total civilian mariner development and education. Expert knowledge of the applicable rules and regulations and mission readiness criteria for training/development of MSC CIVMARs. Broad, practical knowledge of the subject areas being taught and expert knowledge of the methods and techniques of instruction. Extensive experience of U.S. Navy and U.S. Naval Ship (USNS) fleet and ship operations, including underway replenishment, force protection, damage control, safety, and aviation operations.
