The position is at the full performance level located in the Department of Veterans Affairs, Veterans Health Administration (VHA), at the VA San Diego Healthcare System, VA Medical Center (VAMC) in the Engineering Service, In House Construction Team, Projects Section. The primary purpose of the position is to serve the Veterans under the direction of the Supervisor, In house Construction Team. This includes the functions of the In House Construction Team at the VA San Diego Healthcare System.
Duties
The Electrician performs journeyman responsibilities in the electrician trades. Determines the methods and techniques, devices, and material necessary to do the complete jobs. Installs, modifies, repairs, troubleshoots, loads, and tests new and existing electrical lines, circuits, system, fixtures, controls, and equipment such as secondary distribution lines and circuits; distribution panels; switchgear, power and control circuits; electrical warning/detection/fire alarm systems; high intensity lighting etc.
Major duties include but are not limited to:
Plans and lays out proposed installation of circuits from written and verbal instructions.
Performs general maintenance, diagnostic tests, repair, modification, and overhaul involving a variety of commercial and industrial type electrical devices and equipment including power control panels, transformers, generators, relays, and alternators.
Tests, repairs, modifies, and overhauls a variety of equipment such as AC/DC monitors, alternators, transformers, generators, remote controls, relays, power control panels, and electrically powered equipment.
Identifies mechanisms, materials, and component parts from a knowledge of descriptions, color codes, symbols, schematics, and manufacturers codes number.
Maintain security of all assigned tools, equipment, and materials.
Report missing items to the supervisor.
Maintain a safe work area, utilizing all assigned or provided safety equipment and clothing.
Performs other duties as assigned.
Work Schedule: Full-time, Monday - Friday 5:00 am to 1:30 pm, PST

Physical Requirements: Electricians make repairs and installations from ladders scaffolding, platforms and other hard to reach places. This requires them to stand, stoop, bend, kneel, climb and work in tiring and uncomfortable positions. Electricians frequently lift and carry tools, equipment and parts that weigh up to 20 pounds.
Working Conditions:
The work is performed both inside and outside. Electricians are sometimes required to make repairs and installations in bad weather, in work areas that are noisy, dirty, dusty and greasy; on scaffolding or cranes at heights of 30 feet or more; and in close quarters such as manholes, attics or crawl spaces. They are occasionally exposed to the possibility of injury from falling, electrical shock, burns and rotary devices such as electrical motors. They are frequently exposed to the possibility of cuts and bruises.

Skill and Knowledge
Work is performed from work orders and oral instructions. Must have the ability to read and interpret technical literatures, blueprints, manufacturer's data, and schematic diagrams. Must be able to write clearly and legibly. Must have the skills and knowledge to troubles hoot problems with various types of electrical systems and equipment and understand how they operate. Incumbent must have the ability to plan and lay out the routing, placement, sizing, protective features, etc., of all electrical work. Must have a thorough knowledge of all pertinent codes and standards of the electrical trade. Mental application is a necessity due to the complexity of various equipment, and must be able to sue fast, sound judgment in emergencies. Uses a variety of tools and test equipment including wire cutters and strippers, drills, soldering irons, ohmmeters, graphic records, ammeters, voltmeters, whetstone bridge, rheostats, phase rotation indicators, meggers, industrial analyzers, field test units, frequency meters, and various other electrical and measuring devices.
