Duties
Serves as an Information Technology Project Manager in Human Resources Applications, DLA Information Operations (J6).
Leads projects and coordinates management support services for Information Technology application project development and enhancements, as well as efforts that introduce new or modified technology components into the DLA Enterprise IT environment.
Manages information systems projects throughout the systems life cycle from concept development, design, development, test, fielding, operations/sustainment, retirement/replacement.
Develops and coordinates plans and activities across agencies to effectively develop and operate critical to the DoD and DLA.
Responsible for overseeing the management of the project scope, resources (HR, financial, contract, physical), schedule, quality, performance, requirements, risks, information assurance, marketing, process improvement, customer support and reporting.
Responsible for analysis and providing solutions that satisfy the requirements of the user community represented by the important stakeholders ranging from combatant commanders.
Provides strategic direction for data sharing policies and practices and responsible for the management of technology, systems and processes that promote the sharing of data across DLA, DoD and industry.

Qualifications
To qualify for an IT Project Manager (PLCYPLN) your qualifications must include:
A. One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position, and is directly in or related to this position. To qualify at the GS-13 level, applicants must possess one year of specialized experience equivalent to the GS-12 level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:
Provides advice and assistance in managing, controlling, tracking, and reporting on software development and/or technology integration projects from the receipt of the requirement throughout the product's lifecycle.
Performs IT system requirement elicitation and analysis.
Provides advice and assistance for evaluating the introduction of software enhancements into business applications and/or technology components into the technical infrastructure.
Develops policies and plans in consideration of new or revised policy and procedural criteria, current and long-range objectives, budgetary limitations and other new requirements.
Provides advice on the impacts, risks and risk mitigation of software development and technology deployment decisions, plans, designs and specifications.
For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below.

B. Education: Applicants may not qualify for this position based on education in lieu of specialized experience.

Substitution of education may not be used in lieu of specialized experience for this grade level.
