This position is located in the Health Resources and Services Administration, HIV/AIDS Bureau, Division of State HIV/AIDS Programs. Duties

This position is a mission critical occupation and is responsible for analyzing public health programs, policies and procedures to ensure that Health Resources and Services Administration meets its mission, goals and objectives. As a Public Health Advisor, you will provide direction, guidance, technical assistance and oversight of Ryan White HIV/AIDS Program (RWHAP) grants, cooperative agreements and/or contracts. Your major duties and responsibilities include: Researching, reviewing, and assessing the impact and effectiveness of current HIV/AIDS policies central to the Bureau or Agency mission and determining whether new/revised policies are required to effectively execute public health programs. Collecting, compiling, analyzing and/or synthesizing program data to prepare summarizes and reports, performing calculations for program funding determinations, where applicable. Evaluating program performance in the development of comprehensive, coordinated systems of HIV/AIDS care to inform recommendations. Serving as a liaison with program-level officials across federal programs to ensure thorough understanding and consideration of Bureau or Agency views and interests in decision-making and planning. Requirements

  • U. S. Citizenship is required.
  • All qualification requirements and time-in-grade must be met by the closing date of this announcement. Federal applicants must submit an SF-50 to show status and time-in-grade.
  • Males ages 18 through 25 must be registered with the Selective Service.
  • PHS Commissioned Corps applicants must submit current personnel orders.
  • A one year probationary period may be required.

Basic Requirements for all Public Health Program Specialist Series, 0685 positions require that your resume experience demonstrates that you possess the following competencies: 1. Knowledge of organizational, operational, and programmatic concepts and practices applied by public, private, or nonprofit agencies and organizations engaged in public health or other health-related activities. 2. Knowledge of the methods, processes, and techniques used to develop and deliver public health or health-related programs in State and local settings. 3. Knowledge of a specialized public health program. 4. Knowledge of, and skill in, the application of administrative or analytical methods and techniques necessary for working within the framework of a public health or related organization and carrying out specific program functions. 5. Skill in oral and written communications, gathering and conveying information, making oral presentations, and preparing reports, correspondence, and other written materials. In addition to the above five Public Health competencies, in order to qualify for this position at the GS-14 level, your resume must clearly demonstrate that you have one full year of the minimum qualifying specialized experience comparable in difficulty and responsibility to at least the GS-13 level in the federal service. MINIMUM QUALIFYING SPECIALIZED EXPERIENCE is experience that has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. To be creditable, an applicant's one full year of specialized experience must demonstrate the knowledge, skills, and abilities necessary for successful job performance. Examples of minimum qualifying specialized experience equal to the GS-13 level include performing the following types of tasks on a regular and recurring basis: 1. Collecting data and interpreting information on a variety of HIV/AIDS issues to inform programmatic direction and policy. AND 2. Managing public health related operational and policy processes and procedures for HIV/AIDS programs. Experience refers to paid and unpaid experience, including volunteer work done through National Service Programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited. Applicants whose resumes clearly demonstrate the required minimum qualifying specialized experience will be evaluated based on the occupational assessment competencies listed below. A competency is defined as a measurable pattern of knowledge, skills, abilities, behaviors, and other characteristics that an individual needs to perform work roles or occupational functions. GRANTS MANAGEMENT AND ADMINISTRATION - Acquires and applies critical financial concepts and practices, based upon a thorough understanding of the Federal Government, to administer grants and cooperative agreements in accordance with organizational needs and deadlines. HIV/AIDS PROGRAMS - Knowledge of the concepts and principles of HIV/AIDS Programs (e.g. Ryan White, PEPFAR, etc...); addressing legislation impacting HIV care and treatment services to people living with HIV and collaboratively working with cities, states, and local community-based organizations. DATA GATHERING AND ANALYSIS - Seeks or collects and synthesizes information from a variety of stakeholders and sources in an objective, unbiased manner to reach a conclusion, goal, or judgment, and to enable strategic and leadership decision making. PLANNING AND EVALUATING - Organizes work, sets priorities, and determines resource requirements; determines short or long-term goals and strategies to achieve them; coordinates with other organizations or parts of the organization to accomplish goals; monitors progress and evaluates outcomes.
