About the Position: Responsible for the total budget program, which supports overall operations, or major substantive programs or projects.
Duties
Serves as financial advisor and facilitator in recommending improvements that enhance the overall business/financial performance of the program.
Responsible for executing a major segment of the command budget or a total budget for one or more funds (i.e., DBOF, revolving, investment, FMS, etc.)
Responsible for formulating and justifying a major segment of the command budget.
Analyze, develop, and complete detailed financial statistical requirements to support program operations.
Participates in funding reviews pertaining to assigned budget and programs.
Manage and maintain General Fund Enterprise Business System (GFEBS) assigned accounts.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
- One year probationary period may be required.
- You will be required to provide proof of U.S. Citizenship.
- This is an Army Acquisition, Logistics and Technology Workforce position.
- This position requires Financial Management Certification Level 2.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
- Selectees must meet position requirements for certification at Practitioner in the Acquisition Career Field (Business Financial Management) within 60 months of entrance on duty.

To qualify based on your experience, your resume must describe at least one year of experience which prepared you to carry out the functions of this position. Specialized experience is defined as performing ALL of the following duties which includes:1) Providing guidance on budget execution to ensure fiscal compliance and year-end closeout meets the organizations mission; 2) Utilizing financial management systems to analyze the funding reports for organizational projects; 3) Compiling cost figures to present to leadership on forecasting funding for the year; and 4) Presenting budget analysis and recommend financial management solutions to leadership that impact program objectives.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH-02 or GS-11).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent NH-02/GS-11.
