You will serve as a Foreign Military Assistant Specialist in the Program Management Department of the Naval Education and Training Security Assistance Field Activity (NETSAFA) of NET SEC ASTFLD ACT.

Duties

You will advise foreign military on aviation platform sales and transfers. You will develop education and training programs for foreign countries. You will evaluate aviation trends and new technology to determine their impact on aviation operations, maintenance, or training requirements. You will maintain a country's programs in the Defense Security Assistance Management System (DSAMS). You will coordinate quantitative and qualitative foreign training and education requirements in support of the Security Cooperation Education and Training Program (SCETP). You will advise management on the administrative management of foreign students at a training activity.

Requirements

  • Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Position requires DoD Security Cooperation Workforce Certification. Area of Consideration (AoC) and Level are designated as SC Case Life Cycle Management SC422 (Intermediate).
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Use working knowledge of education and training programs to develop education and training programs for foreign countries; 2) Provide input to materiel managers in the Navy International Programs Office and Systems Commands for the development of programs in order to meet country needs for training; 3) Maintain assigned countries programs in the Defense Security Assistance Management System; 4) Develop education and training programs for programs and policies regarding fixed wing/rotary wing naval aviation; and 5) Review the administration of the program to ensure compliance with the intent of policies, procedures and regulations.
