You will serve as a SUPERVISORY FOREIGN MILITARY SPECIALIST of NET SEC ASTFLD ACT.

Duties

You will serve as Dept Head for Country Program Management Department at Naval Education and Training Security Assistance Field Activity (NETSAFA) as a primary contact for Naval Education Training Command and the Navy’s International Programs Office. You will work with senior officials involving Foreign Military Sale, Security Cooperation and Security Assistance programs to further goals, objectives, plans, and current issues in the best interest of national security, DoD, U.S. Navy and NETSAFA. You will be responsible for identifying policy and program execution shortfalls and inconsistencies with senior leadership in DoD, DoN, and NETSAFA.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
  • This is a Key Security Cooperation Workforce (SCW) position and requires a DoD SCW Certification. Selectee must obtain and maintain certification within prescribed timeframes. SCW level required: EXPERT/ADVANCE (SC2A3).
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Developing education and training programs for a wide range of foreign countries; 2) Communicating to foreign countries in a manner that ensures efficient administration of advanced training programs; 3) Representing agency wide interest and communicating those directly with echelon II and echelon I commands; 4) Utilizing expert knowledge of DON Security Cooperation Education and Training Programs (SCETPs); and 5) Experience with Defense Security Cooperation Agency (DSCA) and working with Navy International Program Office (NIPO) Additional qualification information can be found from the following Office of Personnel Management web site: https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/#url=List-by-Occupational-Series and https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/0300/miscellaneous-administration-and-program-series-0301/ Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social).
