You will serve as a Supervisory Foreign Military Assistant Specialist in the Program Management Department of NET SEC ASTFLD ACT.
Duties
You will develop and coordinate quantitative and qualitative foreign military education and training plans in support of assigned countries.
You will maintain a country's training programs in the Defense Security Assistance Management System (DSAMS).
You will present reports and briefings to senior leaders and foreign customers on the progress, challenges, and opportunities of the foreign military sales (FMS) program.
You will plan foreign military sales (FMS) tasks (e.g., program management reviews, case reconciliation reviews, financial management reviews) to facilitate meeting mission goals.
You will develop and manage foreign military sales (FMS) Letters of Offer and Acceptance (LOA) in the Defense Security Assistance Management System (DSAMS).
Requirements

- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Maintaining country training programs in the Defense Security Assistance Management System; 2) Developing policies and procedures for a Foreign Military Sales (FMS) Letter of Offer and Acceptance; 3) Coordinating Foreign Military Sales (FMS) Letter of Offer and Acceptance development in the Defense Security Assistance Management System; 4) Analyzing and assess costs, schedules, and performance to manage various Foreign Military Sales (FMS) Cases throughout specific life cycle; 5) Maintaining direct liaison with the activities to ensure that education and training is properly programmed, scheduled and quotas are available; and 6) Working knowledge of the policies and procedures for developing and managing international education and training programs.

This position is part of the Security Cooperation Workforce Certification Program 2.0 and is coded as Non-Key Civilian, Foreign Military Sales and Financing; Practitioner (SC4B2).
In accordance with Security Cooperation Workforce Certification Program 2.0 requirements, incumbent must meet DoD SCW certification requirements applicable to the duties of this position. On October 1, 2024, the clock starts for existing SCW members to complete certification requirements by respective deadlines. For new SCW members, the clock starts once entered into a properly coded SCW position in the manpower and personnel system. In addition to certification requirements detailed above, SCW member must meet the following conditions to remain in good standing:
Practitioner Proficiency level
At least 1 year of successful SC work experience with a performance appraisal rating of 3 or better. In addition, 60 hours of continuing education (CUE) every two years. The certification requirement is a condition of employment for the SC position. Failure to obtain DoD SCW certification within the required time may subject the incumbent to adverse action. The supervisor is responsible for enabling personnel to accomplish the SC Certification requirement.
