About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the ST-IC-W1E8AA USA INTELLIGENCE CTR OF EXCELLENCE.

Duties

Establish procedures, priorities, and milestones for the analysis, design and development of training strategies that effectively and efficiently train the Intelligence Warfighter. Serve as POC for all issues associated with the technical and educational content in existing and emerging training strategies for individual training. Supervise the conduct of training need assessments to ensure appropriate learning methodologies are utilized in the development of training courses. Plan, organize, and coordinate in-house and contract curriculum material delivered to Intelligence Center courses. Integrate and implement improved quality of education programs and training products. Plan and coordinate training strategies to create awareness of methodologies/applications. Develop short- and long-range marketing plans. Work closely with TRADOC and Combined Arms Center (CAC) counterparts to provide input to TRADOC regulations and policies. Provide training and education design ideas to USAICoE in all intelligence disciplines. Primary consultant to instructors, evaluators, and supervisory personnel on matters related to learning methodology and implementation. Research, evaluate, and prepare recommendations for curricula, instructional methods and materials for Intelligence Center courses and programs. Recommend learning methodologies to improve the realism and availability of training materials to the Army intelligence community Exercise full supervisory authority; plan, schedule, coordinate, and direct the work of staff. Evaluate work performance of staff; guide employees in the application of established procedures; train new employees and initiate personnel actions.

Requirements

  • In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
  • Must be able to obtain and maintain a Top Secret security clearance based on a T5 investigation/Single Scope Background Investigation (SSBI) with eligibility for sensitive compartmented information (SCI).
  • In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
  • Two year trial/probationary period may be required.

To qualify, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as experience that demonstrates a practical knowledge of the subject area of the position and of the methods and techniques of military intelligence training requirements, which includes (1) providing guidance and advice on military intelligence training strategy development; (2) conducting military intelligence training need assessments; and, (3) conducting intelligence training needs analysis, mission analysis, and collective task analysis to identify and analyze training design, development and resource requirements. This definition of specialized experience is typical of work performed at the next lower grade/level in the federal service (GG/GS-12).
