About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the ST-IC-W1E8AA USA INTELLIGENCE CTR OF EXCELLENCE. Provide supervision, training and technical expertise to support training for the 35M Human Intelligence Collectors Course.
Duties
Directly support the cadre and Soldiers attending training courses that reside within the 309th MI Battalion.
Present and supervise presentation of education/training on assigned topics. Conducts After Action Reviews of learning activities, lessons, modules, and course.
Evaluate student academic performance and provides performance counseling and reports. Create student performance remediation plans and provide remediation to overcome student performance deficiencies.
Serve as a senior subject matter expert; supervise training and technical expertise required to support the development and conduct of all applicable military intelligence training courses.
Establish priorities, develop work plans, quality standards, and organize resources. Present briefings, lead group discussions, participate in conferences and meetings, and evaluate the oral and written communication skills of instructors.
Has full administrative and technical responsibility for work performed by subordinates.
Represent the organization in its interactions with external organizations to include USAICoE, Combined Arms Center, TRADOC and other National Agencies (not all inclusive).
Collect and analyze data in support of the validation of education/training materials. Verify technical operability of education/training products. Assist as a subject matter expert in conducting educational/training studies.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain and maintain a Top Secret security clearance based on a T5 investigation/Single Scope Background Investigation (SSBI) with eligibility for sensitive compartmented information (SCI).
- In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
- Occasional shift work may be required to include nights and weekends.
- Two year trial/probationary period may be required.

Specialized experience is defined as experience that demonstrates a practical knowledge of the subject area of the position and of the methods and techniques of instruction, which includes designing, developing, and/or updating assigned courses of instruction (i.e. Program of Instruction) for intelligence training courses that include one or more of the following focus areas: all-source analysis; Human Intelligence (HUMINT) collection; Counterintelligence (CI) investigations, operations, collection, reporting, and production analysis; Geospatial Intelligence (GEOINT) imagery analysis; Intelligence systems maintenance/integration; Signals Intelligence (SIGINT) analysis; and Signals Acquisition/Exploitation; and, conducting all source intelligence analysis and operations, reporting and production. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GG/GS-12).
