Duties
You will serve as a qualified and certified Contracting Officer’s Representative (COR) and support Naval Information Warfare Systems Command (NAVWAR) HQ Contracting Officers in pre and post contract award activities.
You will manage Information Technology (IT) procurement and contracting processes and procedures.
You will review current IT legislation, directives, regulations, and guidance and ensure IT services meet applicable requirements.
You will be responsible for coordination and development of IT Strategic and Operational planning documents in support of program goals and objectives.
You will maintain continuity with managers regarding project management issues including resources, information assurance, reviewing customer requirements and service calls for hardware/software/network and IT services.
You will prepare and update Statements of Work (SOW) for area of responsibility, and oversee SOW preparations by project and account managers within their purview.
You will provide Subject Matter Expertise to the Program Manager for contracting, and security issues and understand the strategic direction of the programs, policies, and corporate direction to execute day-to-day operations.
You will provide contractual advice on the acceptability of contractual matters relating to the various programs that may result in new SOW requirements, and review contract modifications are within the scope of the overall contract.
You will provide input to formulate long-range plans and forecasts in all aspects of defense planning, programming, and budgeting process required to achieve program objectives.

- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
- You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
- Generally, current federal employees applying for APS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.

Qualifications
Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: managing the full range of contract administration and oversight functions; and/or applying contracting and business principles as they relate to IT programs.
