You will serve as a SUPERVISORY SECURITY SPECIALIST in the Security Office (Code 1120), Executive Support Staff Office (Code 1100) of PEARL HARBOR NSY AND IMF.
Duties
You will serve as primary technical advisor to the Shipyard Commander for security matters and is his/her representative on all security matters in dealings with other federal, state, and Department of the Navy agencies or organizations.
You will develop, implement, and manage the overall security program and operations to ensure that the command is in compliance with all higher-level echelon security requirements.
You will be responsible for the development, implementation and management of a physical security program for the Shipyard for the protection of the Shipyard's structural facilities, material, and personnel, including berthed ships.
You will manage the Shipyard's information and industrial security programs to protect and safeguard all classified and sensitive information within the Shipyard and held by private contractors working for the Shipyard.
You will execute and manage the Shipyard's program for the control and issuance of all security clearances, identification badges, and contractor vehicle passes and the personnel security continuous evaluation for employees holding clearances.
You will manage the special requirements of the nuclear security program for the protection of nuclear submarines and their component systems while in the Shipyard.
You will manage the Shipyard investigation program to investigate security and criminal violations; claims against the government for damage and losses; fraud, waste, and abuse cases; and other investigations, as requested by the Shipyard Commander.
Requirements

- Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.

- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
- You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.
- Work is performed in areas where potentially harmful physical and chemical agents are present (e.g. fumes, dust, heat, ionizing and non-ionizing radiation and chemicals). You will be required to participate in medical surveillance programs.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector analyzing and evaluating Department of Defense (DoD) and Department of the Navy (DON) Security Requirements to develop local policies, instructions, or Standard Operating Procedures (SOPs) and providing leadership and direction for information security, industrial security, physical security, personnel security, nuclear security and security administration of programs in order to meet program objectives.
